The National Institute of Standards & Technology (NIST) intends to negotiate with Harvard University of Cambridge, Massachusetts, to issue a follow on purchase order to continue research services for further development of a VUV Refractometer. The research group at Harvard university's office for Sponsored Research has devoted significant time and expertise toward this project through NIST's previous contract with them, therefore it would not be cost-effective to conduct a competitive procurement. This notice of intent is not a request for quotes, However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement within 5 days of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
