Long/Lpdpb/[405]739-4436 This is notification of the release of the
formal request for proposal. This will result in a five year
acquisition which will be broken out into a contract consisting of a
one year basic plus four one year options for TTOES II. The RFP states
a minimum of 4 contracts is being contemplated; one will be set aside
for small business. The purpose of TTOES II is to acquire engineering
services to support aerospace systems and the associated depot support
process. The basic contract and the options will have a minimum order
placed against then at the time of award or of exercise of option(s).
Tasks may include analysis; process modeling' development of tech
reports, plans, and recommendations; selection and management of
subcontractors; integration of multiple hardware and software design
inputs into a single government owned, optimum design; preparation and
documentation of non proprietary technical and reprocurement data;
prototype design and development; qualification testing; and
qualification of manufacturing sources. The contractor performing the
task will be excluded from manufacture of material for the production
process either as the prime or sub contractor, with the exception of
the prototype manufacturing. Successful bidder(s) shall possess the
facilities, personnel, and technical expertise to perform a broad range
of engineering activities. Performance requires an experienced program
manager, multidisciplinary design teams, extensive facilities for
hardware and software development and testing, as well as demonstrated
experience on similar projects. The contractor will provide technical
assistance for planning, cost analyses, specialty engineering
integration, prototype design, testing, development of re procurement
data, source qualification, process modeling, and system engineering.
Manufacturing effort will involve fabrication, qualificaiton testing,
manufacturing source qualification, system integration, integration of
hardware and software design inputs into a single design, and
identification of all special processes and quality assurance
requirements. Manufacturing knowledge to establish producibility and
manufacturing requirements is required. Contractor may be required to
plan, design, develop and test an entire The approximate issue/response

responsible sources solicited may submit a bid, proposal, or quotation
which shall be considered. Note: An Ombudsman has been appointed to
hear concerns from offerors or potential Offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
