has a requirement for a means to assess the proficiency of agencies
that are operating monitors in the State and Local Air Monitoring
Stations network (SLAMS) under the Prevention of Significant
Deterioration (PSD) permits program and the Clean Air Status and Trends
Network (CASTNet) with an important quality control (QC) program
required under Section 2.0 of 40 CFR Part 58, Appendix A (SLAMS) and
Appendix B (PSD). This data is used in protecting the public health and
is used to determine if an area is in attainment or nonattainment of
the National Ambient Air Quality Standards (NAAQS). The National
Performance Audit Program (NPAP) is a key regulatory requirement in
maintaining the integrity in this data. The NPAP audits all of the
pollutants for which there is a NAAQS as well as the precursors for the
formation of ozone. The following criteria air pollutants will be
audited under the NPAP during the period of this contract:
high-volume/PM-10 (SSI/dishot) flow rate, PM2.5, sulfur dioxide,
nitrogen dioxide, carbon monoxide, ozone, lead (analysis and flow
audited separately), as well as aldehydes and volatile organic
compounds which are precursor for the formation of ozone. There are
approximately 5,000 air pollution monitors in the ambient air network
comprised of the SLAMS and PSD sites. In 1997, the monitors were
distributed as follows: SO2 (645); CO (540); NO2 (373), O3 (943); Pb
(418); PM-10 (1584), and high- volume TSP (653). The SLAMS monitors are
operated by approximately 170 state and local agencies, all of whom are
audited in the NPAP. Also included in the NPAP are approximately 135
organizations (both governmental and private) that operate air monitors
at PSD sites (for a grand total of approximately 305 participating
organizations). Additionally, there are 22 local agencies that operate
PAMS monitoring stations using GC/FID for volatile organics and DNPH
tubes for aldehydes. The Contractor shall provide general and technical
support to U.S. EPA's NPAP, FRM Performance Audit, and CASTNet
programs. The effort will include, but not be limited to, preparation
and calibration of audit systems, development of a field implementation
strategy plan; field sampling; pre and post field laboratory
activities; registration, scheduling and shipment of audit systems;
data processing and distribution. The Contractor shall be required to
install an "800" number for the NPAP participants and answer the calls
during the hours of 8 am to 6 pm (East Coast Time Zone) on normal
working days (Monday-Friday except Federal holidays). The details are
described in the solicitation. EPA anticipates the award of a
cost-plus-fixed-fee level of effort type contract with a base period of
performance of six months, with three additional twelve-month option
periods, for a total of 120,800 labor hours. The level of effort
requirement consists of 8,780 labor hours for the base period; 17,820
labor hours for Option Period I; 17,820 labor hours with three option
quantity increments of 9,760 for a total of 47,100 labor hours for
Option Period II; and 17,820 labor hours with three option quantity
increments of 9,760 for a total of 47,100 labor hours for Option Period
III. The award will be through full and open competition. SIC code
number 8748 applies, with a size standard of $5M in average annual
receipts over the preceding three fiscal years. RFP will be issued
approximately 11/12/98, and proposals will be due approximately thirty
(30) calendar days after the RFP issuance date. This procurement is
partially a follow-on of contract 68D50057 with Mantech. The
solicitation and amendments will be available via the Internet World
Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to
access the solicitation and amendments via Internet. If you will be
obtaining a copy of the solicitation via Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. However, firms who do not have the
capability to obtain the solicitation from Internet, may submit a
written request for a diskette with the solicitation in WordPerfect 6.1
format from the contact point at the address above. If you request a
diskette of the solicitation, you will receive amendments by mail,
unless you notify us otherwise. Telephone and fax requests will not be
honored. Only one copy shall be sent to a corporate entity, regardless
of the number of requests from one or more different geographic
locations. A copy of the preliminary source list will be issued to all
prospective offerors along with the solicitation. All responsible
sources may submit a proposal which shall be considered by the Agency.
