Space Administration (NASA) Headquarters, intends to procure on a sole
source basis to Dr. John M. Logsdon, 8484 Imperial Drive, Laurel,
Maryland 20708, for the researching and writing of an historial work
entitled, "John F. Kennedy and the American Space Program. The
Statutory authority for this sole source procurement is 10 U.S.C.
2304(c)(1) -- Only One Responsible Source. Dr. Logsdon is one of the
senior scholars working in space history today. In addition to his
professional positions, he is also an elected member of the
International Academy of Astronautics; a Board of Trustees member of
the International Space University; Chair of the Advisory Council of
the Planetary Society; and Vice-President, Education, for the American
Astronautical Society. Equally important, he has a firm understanding
of the historical method and how to accomplish historical research and
writing. Finally, Dr. Logsdon has written the seminal work on the
development of space policy in the Kennedy administration, The Decision
to Go to the Moon: Project Apollo and the National Interest (MIT Press,

being conducted under the Simplified Acquisition Procedures (SAP).
Interested parties will submit their interest in writing within 15 days
of this notice identifying qualifications and capabilities. Responses
received after the 15 days or without the required information will be
considered non-responsive and not considered. Oral communications will
