SYNOPSIS/SOLICITATION for commercial work prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
ONLY solicitation; proposals are being requested and a separate
written solicitation will not be issued. Solicitation Number
N00244-99-R-0009 applies and is issued as a Request for Proposal. This
solicitation document and incorporated provisions and clauses are
those in effect based upon the current Federal Acquisition Circulars
(FAC) current up to FAC 97-8 as provided on-line at
http://farsite.hill.af.mil/VFFARA.HTM . The August 1998 Defense Federal
Acquisition Regulation Supplement (DFARS) and current Departmental

. This announcement is published as a total Small Business Set-Aside
action per FAR 52.219-6. The standard industrial classification is
2439, with a small business size standard of 500 employees and the FSC
is J020. The contractor will perform a full range of REPAIRS FOR
BATTERBOARD AND DECK PLANKING REPLACEMENT FOR VARIOUS NAVAL VESSELS
LOCATED IN THE SAN DIEGO AREA. Support will be for SUPSHIP SAN DIEGO,
CA. The proposed contract will be firm fixed priced, indefinite
delivery/ requirements. Proposed unit prices will be for the Base Year,
Option Year I, and Option Year II. All costs for the three years must
include pricing as outlined in the following Line Items (LI). The
period of performance for the Base Year is 01 November 1998 through 31
October 1999. Option Years, if exercised, will be Option I (01
November 1999 through 31 October 2000) and Option II (01 November 2000
through 31 October 2001). (A) SUPPLIES/SERVICES AND PRICING SCHEDULE:
Item 0001 Batterboard replacement in accordance with the Statement of
Work (SOW) Quantity: 2500 Unit: LF***Item 0002 Deck Planking
Replacement in accordance with the SOW Quantity:5000 Unit:LF***Item
0003 Services and material to empty, clean gas free and certify as safe
for humans and safe for hot work tanks on various naval vessels in
accordance with (IAW)the SOW and SUPSHIP Reference 271-2. Tanks
serviced will be at low suction. Contractor is responsible for disposal
of contaminated fluids IAW local, state, and federal regulations. Note:
LI 0003AA through 0003AD require certification by a Marine
Chemist.***Item 0003AA Tanks up to 2,000 gallon capacity Quantity: 15
Unit: EA ***Item 0003AB Tanks over 2,000 gallon and up to 10,000 gallon

Unit: EA***Item 0004 Certify as safe for humans and safe for hot work
tanks and voids on various naval vessels by certified Marine Chemists
in IAW the SOW and SUPSHIP Reference 271-2. Quantity: 35 Unit: EA
***Item 0005 Batterboard Brackets Quantity: 15 Unit: 10 EA. ***Item
0006 Accelerated delivery plus a specified percentage (fill-in %) of
the unit prices for items 0001 through 0005 (Approximately 15% of the
work is anticipated to be accelerated). Quantity:1 Unit:Lot***Item 0007
Additional Work -- It is anticipated that additional work may become
necessary during the performance of work ordered by delivery orders to
this contract. The offeror shall fill in the blank spaces below, and
the Resultant values will be used for the purposes of evaluation and
for pricing of any additional work required during performance of the
contract. The total number of labor hours and total material price
shall be negotiated at the time a modification to the delivery order is
processed. Approximately 200 hours straight time and 48 hours overtime
could be involved in undisclosed work. The contractor agrees to
perform this additional work, when authorized by the ACO.***0007AA

$5,000.00 worth of parts could be involved in this undisclosed work.
The contractor agrees that parts will be provided at the lowest list
price less any proposed discounts (fill in a percentage (%) which
represents a discount (if not provided, the discount shall be
considered zero (0) %)). Any charges for material handling must be
proposed or will be considered as zero (%) if not provided. ***0007AC

(B) STATEMENT OF WORK: (Any references to attachments and CDRLs will
be provided as requested by interested offerors. Contact the

REQUIREMENTS: ***The contractor shall furnish all services, labor and
material required to accomplish the work based on the terms and
conditions of the proposed contract. ***Attention of the contractor is
directed to the Occupational Safety and Health Act of 1970 (29 U.S.C.
651-678), and to the Occupational Safety and Health Standards for Ship
Repairing (20 CFR-1915) promulgated under Public Law 85-742, amending
Section 41 of the Longshoremen's and Harbor Workers' Compensation Act
(33 U.S.C. 941) and adopted by the Department of Labor as occupational
safety or health standards under Section 6(a) of the Occupational
Safety and Health Act of 1970 (29 CFR 1910.13). These regulations apply
to all ship repair and related work, as defined in the regulations,
performed under this contract or any job order thereunder shall be
construed as relieving the contractor fromany obligations which it may
have for compliance with the fore said regulations. *** Remove from
ship and dispose of wood resulting from batter board and deck planking
replacement as scrap. REFERENCE: All work to be accomplished hereunder
shall be in accordance with the following specifications and/or
references as applicable. (1) NAVSEA Standard Item 009-23 --

General Criteria; accomplish -- Attachment IX BATTERBOARD REPLACEMENT
-- Check point (Installation): ***Remove, template from existing and
replace damaged Batterboards, with new boards, mounting brackets and
studs as specified in individual delivery order and in accordance with
Attachment VII using new galvanized fasteners and washers. ****Wood
shall be Douglas Fir, dense structural #2 or better in accordance with
the current Grading Rules for West Coast Lumber published by the West
Coast Lumber Inspection Bureau and be fire retardant treated in
accordance with MIL-L-19140 using the treatment having the word
"exterior" appearing in the manufacturers designation shown on
QPL-19140. DECK PLANKING REPLACEMENT -- ***Check point (Installation)
***Remove, template from existing and replace damaged deck planking
with new planking, margin boards, deck studs and fastening components
as specified in individual delivery order and in accordance with the
References and Attachment VIII. ***Check point (Shimming) Shim new deck
planking in accordance with Attachment VI. *** After removal of deck
planking studs, Batterboard brackets and Batterboard studs or other
fastening components, weld and grind smooth all depressions and
protrusions resulting from removals. *** Check Point (Surface
preparation) -- For areas of steel bulkheads, deck or other steel
surfaces exposed by deck planking or Batterboard removals accomplish
the requirements of SSPC-SP-10 of C.2.1. Reference d., for areas under
500 square feet and accomplish the requirements of SSPC-SP-11 of
C.2.1. Reference d for areas under 500 square feet. ***CheckPoint
(Contamination Protection) Accomplish the requirements of Attachment IV
when abrasive blasting. Abrasive blasting to be accomplished in a dust
proof enclosure. ***Check Point (Coating application) Preserve each
surface prepared in Check Point (Surface Preparation) in accordance
with Reference #6, including Table 2, Line 2, Columns B, C, and D.
Template from existing and preserve the entire surfaces of each new
Batterboard in accordance with Reference #6, including Table 12, Line
