Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with LEO Electron Microscopy, Inc. (formerly Zeiss Electron Optics), One Zeiss Drive, Thornwood, NY 10594 for continued maintenance service on a Zeiss EM902 transmission electron microscope (TEM) and a Zeiss DSM962 scanning electron microscope (SEM) located at Gulf Breeze, FL. These are highly technical and complicated instruments with numerous electronic and mechanical systems requiring specialized service and parts. The requirements for maintaining this service contract include 1) specialized knowledge and training of factory-trained personnel, 2) availability of specialized replacement parts to provide proper maintenance and effect emergency repairs and, 3) rapid response of factory-trained personnel to effect emergency repairs (including ability to acquire parts quickly) so that instrument down time is minimized. EPA believes that LEO Electron Microscopy, Inc. is the only vendor capable of satisfying the requirements stated above. The period of performance for the service contract is expected to be from November 1, 1998 through October 31, 1999. No solicitation is available. All interested parties must respond within 15 days of the date of this announcement. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible.
