Group (61 ABG) and Space and Missile Systems Center (SMC) are
analyzing the management and operation of the current
Government-operated Traffic Management Office (TMO) for direct
conversion to Contractor performance under OMB Circular A-76. The cost
of performance by a contractor will be compared to the cost of
performance by current in-house Government personnel to determine the
most advantageous method of operating the TMO. This acquisition is
being considered as a set-aside under section 8(a) of the Small
Business Act. Interested sources are encouraged to respond. If this
function is contracted out, the Government anticipates the award of a
firm fixed-price contract with a one-year basic period of performance
and four one-year option periods. Interested sources must submit a
Statement of Capability (SOC) which describes in detail the source's
capability to: (1) Perform management functions of passenger travel and
household goods movement counseling;- (2) Verify legal entitlements and
official authorizations for travel;- (3) Counsel temporary duty and
permanent change of station members on transportation entitlements,
baggage allowance, special conveyances, customs restrictions, and
travel related to Air Mobility Command;- (4) Counsel members on
entitlement for shipping personal property;- (5) Coordinate emergency
moves; and- (6) Manages the Do It Yourself Program, coordinate with
organizations involved in the program, and performs administrative
assistance for completion of necessary documents. This requirement
services approximately 5,000 military personnel, DOD civilians, and
family members. SOCs must be submitted within 30 days of the date of
this notice. Each SOC must specify the full name of the company,
business size, evidence of section 8(a) eligibility, relevant past
performance, and any proposed teaming arrangements. Firms should ensure
SOCs are complete and sufficiently detailed to allow the Government to
determine the firm's qualifications to perform the defined work and
business size eligibility. The SOCs will be the basis for the
Government's decision to establish this requirement as a section 8(a)
set-aside for competitive acquisition. If adequate responses are not
received from 8(a) companies, this requirement will be considered as a
small business set-aside. Therefore, replies to this notice are also
requested from all small businesses that meet the Standard Industrial
Classification (SIC) Code 4789. The size standard for this acquisition
