CBU-97A/B (NSN 1325-01-342-8801) is a 1,000-pound class, unpowered,
unguided, gravity-drop wide area munitions. The SFW consists of a
SUU-66/B tactical munitions dispenser, which houses 10 BLU-108/B
submunitions. Each submunition contains four projectiles, an
orientation and stabilization system, a radar altimeter, and a rocket
motor. Each projectile contains an explosively formed penetrator
warhead and a two-color infrared sensor. The SFW is stored and
transported as an all up-round in the CNU-411 A/E container. This
solicitation is for three (3) long lead items in support of the fourth
(4th) Full Rate Production (FRP) annual buy. These three items consist
of radar altimeter advance material, rocket motor propellant
qualification and FMU-140 design fixes. This effort requires contractor
personnel be cleared for access to SECRET NOFORN. Potential contractors
have to be certified and registered for STINFO export control by the
Defense Logistic Service Center (DLSC), Battle Creek, MI 49016-3412,
telephone number 800-352-3572, to receive any resultant Request for
Proposal (RFP). This certification is above and beyond the requirements
for a security clearance and may be obtained by submitting a DD Form
2345 to DLSC. It is anticipated that only one source, Textron Systems
Division, Wilmington MA, developer of the SFW, can satisfy the
government's minimum needs for this unique weapon system. This
contractual action is expected to be executed using "Other Than Full
and Open Competition" procedures pursuant to FAR 6.302-1(a)(iii). This
synopsis is for information and planning purposes only, does not
constitute a solicitation for bid or proposals, and is not to be
construed as a commitment by the Government. No collect calls, nor
telephone requests for the solicitation will be excepted. An ombudsman
has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use the Ombudsman. Potential offers are invite to contact
