to issue a Request for Quotation (RFQ) for the purchase of one (1) each
Model 2601B Imaging Photon Detector (see additional specifications
below); one (1) each Digitized Position Output Option 005; one (1) each
Anti-Reflection (AR) coated windows option 017; one (1) each Short
Image Distance cooler housing option 020; and one (1) each Fast Timing
Pickoff provided on SMA connector, option 2601/X61. More complete
specifications for the Model 2601B Imaging Photon Detector include:
Mepsichron-II high resolution imaging 3-stage MCP PMT, 25.4 MM active
area, S-20 Photocathode, UV grade faceplate, radiant Q.E. minimum 12%
at 532 nm. maximum permissible dark count <110 counts/sec over
entire active area at -25 degrees c. Thermoelectrically-cooled PMT
housing and power supply with UV- grade fused silica, double-pane,
thermally insulating entrance window. High voltage power supply/voltage
divider. Low noise with customized voltage divider netwoek optimzed for
imaging PMT. SHV connectors with overcount trigger module protection.
Readout electronics including Model 2401B position analyzer complete
with 4 channel EP preamplifier module. High voltage and signal
interconnecting cables for base system, with power requirements of
110-120 VAC, 60 HZ, approximately 500 watts. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the items from Quantar Technology Inc., 200
Washington Street, Santa Cruz, CA 95060. The Imaging Photon Detector
System is to be used in the Imaging Photon Counting Lidar Receiver
already in place. The Model 2601B has the unique capability to detect
single photoelectron events with 100 picosecond timing resolution
combined wiith image sensitive readoutsof event location as required by
the imaging lidar. Only Quantar Technology, Inc. is capable of
producing (in the same device) an imaging system with better than 16 x
16 pixel resolution, and meet the requirements for 100 picosecond
timing resolution and high spatial resolution. The Government intends
to acquire a commercial item using FAR Part 12. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. No phone calls, faxes are acceptable. All responsible sources
may submit an offer which shall be considered by the agency. An
