COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 14,1998 PSA#2200Office of Naval Research, 800 North Quincy St., Arlington, VA
22217-5660 A -- FY99 SUBMARINE SCIENCE AND TECHNOLOGY PROGRAM SOL 99-001 DUE
093099 POC James Griffin 202-433-4563 BAA 99-001: The Office of Naval
Research and the N875 Science & Technology Branch are interested in
receiving white papers for scientific research and exploratory
development in the areas of identifying and countering threats to the
submarine force, as well as any other areas of interest that may
improve the overall submarine force security and survivability. These
areas of interest include the full spectrum of issues that will help to
quantify the potential threat, as well as improve submarine force
survivability. Specific areas of interest include basic physics; sensor
development; signal and noise modeling; detection algorithms (signal
processing); performance assessments; countermeasure concepts
(proof-of-concept); at-sea exercises and demonstrations; Port
Ingress/Egress self defense and port security concepts; technology
areas such as passive acoustics, active acoustics and non-acoustics
(magnetics, lasers, infra-red, and wake phenomenology). White papers
are initially sought to preclude unwarranted effort on the part of an
offeror in preparing a full proposal. Offerors submitting the most
promising white papers will be invited to submit a full technical and
cost proposal on all or part of their white paper submission. However,
such an invitation does not assure a subsequent award. It is
anticipated several contracts, grants, cooperative agreements, or other
transactions will be awarded during FY99. The white paper process does
not preclude an offeror from submitting full technical and cost
proposals directly. However, submission of white papers is strongly
encouraged. Submittals under this BAA are welcome for a one-year period
from the publication date of this announcement. Total funding available
for the duration of this BAA is estimated to be $7M. The government
reserves the right to select for award all, some, or none of the
proposals. White papers (three copies) should include the following
items: (A) Cover page, clearly labeled "WHITE PAPER", including BAA
title and date, proposal title, plus administrative and technical
points of contact along with telephone and facsimile machine numbers;
(B) One page summary of the technical ideas for the proposed research;
(C) One page summary of the deliverables associated with the proposed
research; (D) One page summary of the schedule and milestones for the
proposed research, including rough estimates of cost for each year of
the effort and total cost; (E) One page listing of key personnel along
with the approximate percentage of time to be expended by each person
during each contract year; (F) Two page concise summary of the
qualifications of key personnel; (G) Three page technical rationale and
approach which contains arguments to substantiate claims made in
Section (B) and is consistent with Sections (C) and (D). White papers
will be evaluated using the following criteria, which are listed in
descending order of importance. (1) Potential contributions of the
effort to the Submarine Security Program; (2) Overall scientific,
technical and socio-economic merit; (3) The offerors capabilities,
related experience, facilities, techniques and unique combinations of
these which are integral factors for achieving the objectives; (4)The
qualifications, capabilities, and experience of the proposed principle
investigator, team leader, of key personnel who are critical in
achieving the objectives; (5) Budgetary costs and availability of
funds. Offerors must state in their white paper that it is submitted in
response to this BAA. This CBD notice constitutes a Broad Agency
Announcement (BAA) as contemplated in FAR 6.102 (d) (2). This
announcement will be open for a period of one year from the publication
date in the CBD. White papers may be submitted at any time during the
open period to the Technical Director, Acoustics (N875D) or Technical
Director, Non-Acpistocs (N875E), Deputy Chief of Naval Operations, 2000
Navy Pentagon, Washington DC 20350-2000. Business questions will be
addressed by Terry Young, (703) 696-5389. White papers and full
proposal submissions will be protected from unauthorized disclosure in
accordance with FAR 15.413, applicable law, and DoD/DoN regulations.
The Standard Industrial Classification Code is 8731 with the small
business size standard of 500 employees. Full cost proposals that
exceed $500,000 submitted by all but small businesses, must be
accompanied by a Small, Small Disadvantaged and Women-Owned Small
Business Subcontracting Plan in accordance with FAR 52.219-9. For
awards made as contracts, evaluation of the socio-economic merits will
include the extent of commitment in providing meaningful
subcontracting opportunities for small businesses, small disadvantaged
businesses, woman-owned small business concerns, and historically
black colleges and universities and minority institutions. Offeror's
submitting full technical and cost proposals should include a complete
certification package which can be accessed on the ONR Home Page at
http://www.onr.navy.mil (see Grants or Contracts on how to submit a
proposal. Unsuccessful offerors of white papers will be acknowledged.
White papers will not be returned after evaluation. Unless otherwise
stated herein, neither additional written information is available, nor
will a formal RFP or other solicitation regarding this announcement be
issued. Requests for the same will be disregarded. No portion of this
BAA has been set aside for HBCU and MI participants, though their
participation is encouraged. Posted 10/09/98 (W-SN260901). (0282) Loren Data Corp. http://www.ld.com (SYN# 0003 19981014\A-0003.SOL)
