POC POC Ms Mary Lou Alderman, (202) 767-4993 AFOSR intends to extend
an existing contract with Analytic Services, Inc. for research and
technical services in support of the Assistant Secretary for
Acquisition (SAF/AQ) for three years. The contract provides acquisition
management services to SAF/AQ including program, budget, and technical
analyses. It is anticipated that the three year effort will require
221 Member of the Technical Staff (MTS) per year. The contractor
supports eight principal organizations and four Air Force Program
Executive Offices. Contract performance requires access to sensitive
government information and participation in the evaluation of proposals
and products. As a result, the contractor has access to other
contractors' proprietary information. Due to these responsibilities,
the contract includes a stringent Organizational Conflict of Interest
clause. The clause includes, but is not limited to, agreement that the
contractor will not supply any of the systems for which SAF/AQ has
responsibility, nor act as a subcontractor or consultant to a supplier
of any of these systems. In addition, the contractor must be able to
enter into non-disclosure agreements regarding other contractor
information. These terms apply to the contractor, its parent
organizations, and affiliates. The contract requires contractor
personnel to be located in government facilities in Rosslyn, VA. In
addition, the contractor must provide additional staff and facilities
located within 3 miles of the Government's Rosslyn facility. Contractor
must have available conference centers that include, in total, an
auditorium, two (2) innovation centers and eight (8) other conference
rooms within 3 miles of the Rosslyn facility. A secure facility (SCIF)
that includes a 60 person conference room and other workspace also
needs to be available. Approximately 40% of the contractor personnel
supporting SAF/AQ must be eligible for SCI clearances. Contractor
personnel for this effort must be available on or about 1 January 1999
to avoid a cessation of services being provided to SAF/AQ. Offerors
