It is the intent of the National Library of Medicine (NLM) to procure consulting services for the Cold Fusion Web Database Construction Kit on a sole source basis with FigLeaf Software, Inc., 1400 16th Street, Northwest, Washington, D.C. 20036, for the continued consistency of the project which is currently in the development state of the life cycle. This company is the only known source capable of moving the mainframe system to a browser base solution. FigLeaf has a unique mix of expertise and training in database and web-centric applications. Fig Leaf specializes in developing turnkey web database applications and dynamic, data driven websites. They are recognized leaders in the field, having authored the best selling Cold Fusion Web Database Construction Kit and the Visual Interdev Database Application Development for the Web. FigLeaf will provide consulting services and educational training to NLM's Docline development team. FigLeaf's unique professional knowledge and understanding of the Visual Interdev Database Application Development for the Web will provide the critical expertise needed by the NLM staff who must rapidly apply the methodology of Cold Fusion techniques in critical NLM development projects. This is not a request for competitive proposals. Vendors may request in writing to the address noted above a copy of the Statement of Work to provide written information of their capabilities in responding to this requirement. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government.
