DUE 103099 POC Nancy Henderson 719/567-3840 The 3rd Space Operations
Squadron (3 SOPS), located at Schriever AFB, CO, has a requirement for
operation of the DSCSIII Satellite Analyst Work Station (SAWS) in
support of DSCSIII launch rehearsal, launch, and training needed for
these events. The SAWS is a UNIX based platform comprised of Sun
workstations running commercial and custom designed software. This
workstation resides at 3 SOPS, Schriever AFB, CO. Currently four custom
designed DSCSIII software packages (Mission Elapse Timeline Generation
Application Program (METGAP), Attitude Determination Residual
Display/Edit Application (ADRDAP), Link Margin Application (LMARGN),
and Quaternion Attitude Determination Application (QUAD) reside on the
workstation. This software produces products for scheduling of
satellite operations during DSCSIII launch rehearsal, and launch and
early orbit. In addition to operating the software, the contractor will
be required to checkout SAWS databases, test SAWS procedures, perform
document verification, and attend meetings that will involve SAWS
support. The contractor will also be required to perform system
administration of the workstation to include setting up user
privileges, deleting old files, and performing file transfers. No
equipment or software maintenance is required. The contemplated period
of performance for this effort is 17 December 1998 through 30
September 2002. Potential offerors must be able to operate the
workstation software in a sequential rather than concurrent manner
during approximately 3 to 4 launch rehearsals or launches per year, and
be able to obtain a SECRET clearance and authorized access to the Space
Operations Center at Schriever AFB. Experience working on a Unix based
platform and Sun Workstations, and knowledge and operation of the
above listed software is required. A thorough understanding of the
AFSCN and familiarity with the DSCS III launch and early orbit mission,
Schriever AFB, and 3 SOPS policies and procedures is desirable. This
effort requires close interaction with contractor computer operators,
Space Operations and Maintenance (SOM) contractor personnel, 3 SOPS
military personnel, and Department of Defense civilian personnel.
Responses to this synopsis will be used for purposes of a market survey
analysis to determine whether the contemplated acquisition will be
conducted as an 8(a) competition, small business set aside, or
conducted under full and open competition procedures. Interested and
qualified sources are requested to provide a statement of current
capability and past performance information. Sources must demonstrate
management and technical experience on similar acquisitions,
specifically addressing the requirements in this synopsis,
demonstrating the ability to obtain the resources necessary to
successfully compete for and perform this requirement. Survey responses
are required not later than 30 Oct 98 in order to be considered in this
market analysis. This is not a Request for Proposals -- it is a Sources
Sought Announcement. The government will not reimburse respondents for
any cost associated with submission of capability statements.
