of Workers' Compensation Programs, Division of Federal Employees'
Compensation seeks sources for anticipated requirement to provide
software for procedure-to-procedure editing of medical provider bills
to identify billings which reflect improper use of the CPT code.
Specifically, the software should be able to detect claims with codes
for services that cannot or should not be performed together or for
services that should be grouped together and paid as one item at a
lower rate than if billed separately. The scope of work will include
all preliminary work and testing, writing and maintaining software
documentation, ensuring the computer software remains millenium
compliant, and supporting DFEC Bill Processing System high volume
processing. The Bill Processing System processes all of the nationally
generated DFEC bills for beneficiaries who receive services from a
variety of inpatient hospitals and outpatient facilities. The current
volume of bills is expected to exceed two million in fiscal year 1998.
This is a sources sought notice of a requirement not currently under
contract. It is anticipated that the new requirement will begin
performance on or about April 1, 1999, with base year and four option
periods. Companies having the required capabilities to meet the above
requirements are encouraged to submit a capability statement of 10
pages or less indicating their ability to perform the effort as
described above. Responses should include the following: Size of
business and average annual revenue for the past three years; number of
employees; ownership (large, small, small disadvantaged, 8(a), and/or
woman-owned); DUNS number (if available); and a list of similar
contracts experience, including government points of contact and phone
numbers. Responses should be received not later than November 30,
1998. This synopsis is for information and planning purposes only and
should not be construed as a commitment by the Government. The
Government reserves the right to consider a small business or 8(a)
set-aside based on responses hereto. Any questions regarding this
