The U.S. Agency for International Development s Mission in Kyiv,
Ukraine plans to issue a non-competitive request for proposal (RFP) to
CH2M Hill International Services, Denver, Colorado. USAID is in need
of technical assistance for transition phase activities to provide
technical and management support for Lviv municipal water sector
(vodokanal) managers, and to continue the development of a local
environmental enterprise (Ukraine Water Technology Center (UWTC)) and
its operations which are compatible with the activities initiated under
the USAID supported Environmental Policy and Technology (EPT) Project
implemented by CH2M Hill. Specifically, the assistance will include (i)
technical and management training support to the Lviv vodokanal
managers for cement lining activities and water meter assessments
initiated under the EPT Project, both related to an anticipated World
Bank loan, and (ii) technical and business management support for UWTC,
specific to the Ukraine municipal economy characteristics, in
activities related to municipal water sector services in Ukraine. The
contract will be negotiated with CH2M Hill as it is completing a
two-year USAID EPT project working with Lviv Vodokanal and the UWTC on
urban water management improvement and a pilot project whose methods,
ideas and lessons-learned are intended to be applied to water
utilities elsewhere in Ukraine. Accordingly, CH2M Hill is in a unique
position of having a well-established working relationship with the
Ukrainian counterparts and an in-depth knowledge of the technical
details and context of this work, necessary to carry out the required
services in an efficient, optimal and timely manner. The
non-competitive contract is not expected to exceed nine months in
duration. Following completion of the contract, UWTC is expected to
provide municipal water technical assistance to other areas of Ukraine.
Therefore, a follow-on contract for such technical assistance with a
U.S. firm is not expected. Funds are not currently available for the
planned contract to CH2M Hill. In anticipation of funds being made
available during the current fiscal year, USAID/Kiev is beginning the
acquisition process. An award of the contract is contingent on the
availability of funds. The SIC Code for this acquisition is 8742. A
satisfactory small, small disadvantaged and women-owned small business
subcontracting plan per FAR 52.219-9 will be required as a material
element of the contract. The preferred method of distribution of USAID
procurement information is via the Internet or by request of a
solicitation on a 3.5" floppy disk (WordPeerfect 5.1/5.2 format). This
