Mallay The U.S. Agency for International Development s Mission in Kyiv, Ukraine will issue a request for proposals (RFP) for a planned contract to provide technical assistance and training to (1) improve and reform the financing and payment for services of the Ukrainian health care system, (2) restructure the organization of the health care system, particularly through hospital restructuring and development of primary health care based systems and 3)integrate womens'/reproductive health into the primary health care delivery system. A three-year cost reimbursement contract is planned, including any options. Funds are not currently available for this planned contract. In anticipation of funds being made available during the current fiscal year, USAID/Kiev is beginning the competitive process. An award of the contract is contingent on the availability of funds. USAID encourages the participation of minority serving institutions as prime or subcontractors. The SIC Code for this acquisition is 8742. Award to otherthan a small business concern will require a satisfactory small, small disadvantaged and women-owned small business subcontracting plan per FAR 52.219-9. Business concerns which have requested the RFP and identified their name and address to the contracting officer will be listed in an attachment to the RFP. Concerns which have identified themselves as small business concerns, small disadvantaged business concerns and women-owned small business concerns will also be indicated as such on the list; the self-description will not be verified by USAID.
