Information (RFI). This synopsis is for information and planning
purposes only and does not constitute a Request for Proposal. The U.S.
Customs Service is pursuing the development of a Corporate Identity
Package for signage, way marking, stationery, logo, color palette,
fleet marking, aircraft marking, and uniform insignia. This RFI is to
afford industry an opportunity to offer suggestions and comment on the
acquisition approach. The Customs Service believes industry feedback
is important and is receptive to ideas which we would result in
effective management and realization of cost savings. Any comments
provided should not be viewed as a vehicle for presenting a specific
approach intended to be proposed but as an opportunity to improve a
forthcoming solicitation package. The U.S. Customs Service has offices
and facilities throughout the United States and in nearly 30 foreign
countries. These offices and facilities include 301 ports of entry-land
border crossings, international airports, and seaports, free standing
office structures which are not part of ports of entry, and offices
within commercial or government-owned space. The U.S. Customs Service
maintains a fleet of approximately 3,000 marked vehicles including
sedans, sport utility vehicles, trucks, heavy equipment, and
miscellaneous lifting equipment. The term "Customs stationery" includes
letterhead, memorandum stock, and note paper. Although blue has been
used extensively throughout U.S. Customs Service for signage, printing,
and vehicle paint, there is not a consistent color palette to help
identify Customs property, equipment, or printed matter. The U.S.
Customs Service requires a corporate identity, a means of immediate
recognition for the public. Information is requested on the following:
Estimated cost and time frame for development of prototype of signage
and way marking for Land Border Stations, International Airport
Customs Inspection areas, and Seaport Customs Inspection areas; marking
for official vehicles, aircraft and equipment; design of logo and
uniform insignia; color palette for use in all markings,
identification, print and electronic media, and signage. Comments,
whether supportive or critical, are earnestly solicited regarding every
aspect of the proposed initiative. Replies to this announcement will be
separated from, and have no bearing on, subsequent evaluation of
proposals submitted in response to any resulting formal Request for
Proposals. Information received from industry will be used to complete
final statements of work which will be synopsized prior to release.
Eligibility for participation in further acquisition does not depend
upon a response to this notice. Comments should not be used by offerors
to market their services. The government will not pay for the
information solicited and will not recognize any costs associated with
submission of the RFI. Proprietary information is not being solicited.
Response to this synopsis must be submitted in writing with an original
and 2 copies to the contracting officer at the following address no
