announces a requirement for culinary instruction aboard Navy Ships at
Sea in support of COMNAVAIRLANT located in Norfolk, VA. Request For
Proposal N00140-99-R-0042 contemplates a firm fixed price contract for
a base period of one year with two one-year option periods. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-08. This procurement is a Total Small Business
Set-Aside. The SIC Code is 8249 and the size standard is $5.0M.
Contract Line Item Number (CLIN) 0001 is for Culinary Instruction
Aboard Navy Ships at Sea in accordance with the Statement of Work for
an estimated quantity of 2 Lots. CLIN 0002 is the Option Year One for
Culinary Instruction Aboard Navy Ships at Sea in accordance with the
Statement of Work for a quantity of 2 Lots. STATEMENT OF WORK: The
following services shall be provided for a period of 23 weeks to Mess
Specialists aboard Navy Ships while at sea. 1. Certificate and
Competency based instruction in Professional Cooking in accordance with
the Educational Foundation of the National Restaurant Association
standards. 2. Certificate based instruction in Applied Food Service
Sanitation. 3. Certificate based instruction in Nutrition. 4.
Certificate based instruction in Supervisory Development. 5. Conduct
graduation exercises for students who qualify to graduate from the
instruction program. 6. Provide competency transcript which summarizes
the hours of instruction and completed competencies for each student
enrolled in the program. Upon completion of courses 2 through 4 above,
the student shall meet the minimum educational requirement for
application for certification by the American Culinary Federation. The
Government agrees to provide the following in support of the above
mentioned services: 1. Berthing (to be specified on individual delivery
orders) and meals for the resident Chef I nstructor and assistant
instructors aboard the ship where the instruction is taking place. 2.
All supplies, i.e. food supplies, ice, etc., for competency training.
3. Office space (to be specified on individual delivery orders) for the
resident Chef Instructor aboard the ship where the instruction is
taking place. 4. Classroom space (to be specified on individual
delivery orders) aboard the ship where the instruction is taking place.
The period of performance for the base year is one year from date of
contract award, or 1 NOV 98, whichever is later. The place of
performance will be on the Ships during deployment, leaving from
Norfolk, VA. The provision at 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. The provision at 5
2.212-2, Evaluation-Commercial Items, is applicable with Past
Performance being evaluated as more important than price, see paragraph
(a) of that provision. This solicitation requires the submission of
Price and Past Performance information. Offerors are advised to include
a completed copy of the provisions at 52.212-3 and 252.212-7000,
Offeror Representations and Certifications-Commercial Items, with their
offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial
Items, applies to this acquisition. The clauses at 52.212-5 and
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, apply to this
acquisition, with the following clauses checked as applicable:
52.222-26 Equal Opportunity, 52.222-35, Affirmative Action for Disabled
Veterans and Veterans or Vietnam era, and 52.222-36, Affirmative Action
for Workers with Disabilities. The following clauses for indefinite
quantity indefinite delivery are also incorporated as follows:
52.216-18, Ordering (a) issued from date of contract award for a one
year period; 52.216-19, Order Limitations (a) less than $5,000, (b)(1)
in excess of $50,000, (b)(2) in excess of $100,000, (b)(3) within 30
days, (d) within 5 days; 52.216-22 Indefinite Quantity, (d) . FAR
clause 52.217-9, Option to Extend the Term of the Contract, is included
as follows: (a) The Government may extend the term of this contract by
written notice to the Contractor provided that the Government gives
the Contractor a preliminary written notice of its intent to extend
before the contract expires. The preliminary notice does not commit the
Government to an extension. (b) If the Government exercises this
option, the extended contract shall be considered to include this
option provision. (c) The total duration of this contract, including
the exercise of any options under this clause, shall not exceed 2
