has a requirement for a task order contract to provide the Federal
Aviation Administration (FAA) technical training support. The tasks to
be defined and assigned to the contractor will cover a wide range of
technical work related to the areas of human performance technology
analysis, training materials development, implementation and evaluation
related to their technical job performance, process assistance
applications and information systems applications. These tasks will
involve work in some or all of the following areas: (1) FAA training
requirements studies to determine training scope, content, objectives,
methodology, and media; (2) FAA training materials development using
relevant regulations, technology and methodology (i.e., instructor led
lecture/lab, self-pa ced training, cascade training, interactive video
disc, computer based training/instruction (CBT/CBI), video and audio;
(3) implementation both locally at the Volpe National Transportation
Systems Center (Volpe Center) and internationally at the FAA sponsors
Headquarters, Regional and Field Office sites; and (4) evaluation of
the training both during and following the implementation. Prospective
offerors should possess capabilities and demonstrated experience in
the following areas: (1) as a subject matter expert in the field of
instructional design and development (2) in the area of database
applications training (3) experience in development of multi-media
training materials for the FAA. (4) Demonstrated experience with the
governing FAA training regulations. (5) Demonstrated w orking
relationships with the FAA s Flight Standards Service, aviation
industry and demonstrated familiarity with Aviation Safety issues. (6)
Demonstrated high level of experience in the design, development and
delivery of FAA Flight Standards Service training related to the
hypothetical task area. A CPFF task order type contract is anticipated
for a five (5) year effort. The applicable SIC Code is 8299. The size
standard is no more than $5 million average annual receipts. The
