NASA/GSFC plans to issue a Request for Offer (RFO) for all labor, materials, equipment, and supervision necessary to provide paving and concrete repairs and construction. The paving repairs and construction include: the placement of bituminous concrete overlay, raising of existing manholes and other utility accesses, removal of deteriorated paving, installation of paved surfaces with and without base, cold-milling of pavement, removal and installation of asphalt curbing, miscellaneous excavation removed from GSFC or spread and compacted on-site, installation of repaving fabric, roadway shoulder grading, placement and compaction of graded-aggregate subbase, filling of cracks with sealant, various road and parking lot striping, and road and parking lot sweeping and cleaning. A separate item associated with road repairs is the replacement of traffic light activator loops. The concrete repairs to match existing and construction of new structures include: spread and strip footings, various types of concretewalls, elevated slabs and slabs on grade, stairs, sidewalks, and the replacement of concrete curb, and curb and gutter. The resulting contract will have a 1-year base period and four 1-year option periods. The magnitude of this offer is between $1,500,000 and $3,000,000. All responsive sources may submit a proposal in response to this solicitation. This procurement is a total 8(a) set-aside. The SIC Code and Size Standard are 1611 and $17,000,000, respectively. The DPAS Rating for this procurement is DO-C2. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about October 30, 1998 with an anticipated offer due date of on or about November 30, 1998. An ombudsman has been appointed -- See Internet Note "B".
