odavis@comdt.uscg.mil. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included with this
notice. This commercial item acquisition is being conducted in
accordance with subpart 13.5. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation number is DTCG23-99-R-DAVA05 and
it is being issued as a request for proposals (RFP). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-06. This solicitation allows
for full and open competition. The standard industrial identification
code is 3721 and the small business size standard is 1,500 employees.
The Coast Guard will award a firm fixed price contract to lease two
helicopters for six months. The helicopters must meet the following
requirements: a. Twin engine. b. Maximum take-off gross weight not
greater than10,000 lbs. (aircraft configured to meet all requirements).
c. Maximum rotor diameter not greater than 40 ft. d. Fuel capacity for
2-hr. flight at normal cruise airspeed with a 20-min. reserve when
loaded with a crew of three, the weapon, and ammunition. e. Cabin space
to accommodate 4 passengers. f. Maneuvering capability at airspeeds
below 40 kts, out of the wind line in HOGE environment, without
exceeding tail rotor authority limits. If not already equipped, the
contractor shall customize the helicopters with the following: a. Gun
mount for M240 machine gun (M240 machine gun will be GFE). b. Armor for
protection against return fire. c. Tie downs capable of securing the
aircraft to a Coast Guard Cutter flight deck in heavy weather. d.
Helicopter emergency flotation equipment. e. VHF FM/AM and HF radios f.
VFR and IFR flight rules capable. g. TACAN, VOR, ILS, NDB. h. AFCS
w/RADALT. i. Transponder/ELT. j. Coast Guard paint scheme. k. NVG
compatible w/ANVIS-6 goggles. l. Hoist w/600 lb. Capacity. m. Gyro
stabilized video camera. n. PA/siren. o. Rotor brake. p. Weather radar.
q. FLIR mount. The two helicopters shall be delivered, FOB origin, to
the Coast Guard not more than 120 days after contract award. The
six-month lease will commence at this point in time. The helicopters
shall have a minimum 80% operational availability during a 30-day
deployment aboard a Coast Guard Cutter. Up to two contractor
maintenance personnel can deploy with each helicopter in order to meet
this requirement. The contractor shall provide full maintenance and
logistics support for the helicopters during the period of the lease.
The contractor shall provide training to 6 pilots and 6 crew. The
training shall qualify the pilots and crew to operate the aircraft. At
the completion of the qualification training, the contractor shall
provide a third aircraft (same make and model as those being customized
for the lease) to the Coast Guard for continued pilot and crew
familiarization training until delivery of the two aircraft to be
leased. Thecontractor shall provide full maintenance and logistics
support for this aircraft. Flight time for this aircraft will average
25 hrs a week. It is anticipated that the two helicopters will be used
in tandem for a proof of concept test. The test will determine if
operating armed helicopters off Coast Guard Cutter flight decks
enhances the Coast Guard_s ability to carry out its counter-drug

at 52.212-1, Instructions to Offerors _ Commercial, applies to this
acquisition. The provision at 52.212-2, Evaluation _ Commercial Items
is incorporated into this solicitation. The Government will award a
contract to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. Factors to be considered include: (i)
Technical -- Capability of the proposal to meet or exceed the Coast
Guard requirements as they relate to operational effectiveness and
project schedule, (ii) Price, (iii) Past Performance. Pursuant to the
provision at 52.212-1, offerors must submit product literature and/or
other technical data to support their assertion that the item they
offer meets the Government requirements. Offerors must also submit a
project schedule. Furthermore, offerors are advised to submit past
performance information as requested at 52.212-1(b)(10). Offerors shall
include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications _ Commercial Items, with their
proposal. The clause at 52.212-4, Contract Terms and Conditions _
Commercial Items applies to this acquisition. The clause at 52.212-5,
Contract Terms and Conditions Required To Implement Statutes or
Executive Orders _ Commercial Items, applies to this acquisition. In
addition, the following FAR clauses cited in 52.212-5 are applicable to
this acquisition: 52.203-6, 52.219-8, 52.222-26, 52.222-35, 52.222-36,
52.222-37, and 52.225-3. There are no addenda to any of the above
clauses or provisions. Proposals are due no later than 1400 on
27October1998 in Rm. 5218 at the address listed above. It is the policy
of the Coast Guard to issue solicitations and make contract awards in
a fair and timely manner. To further this policy, the Commandant has
created the position of Solicitation Ombudsman who is empowered to
investigate issues raised by prospective offerors and resolve them,
where possible, without expensive and time-consuming litigation.
Potential offerors who believe that a Coast Guard solicitation is
unfair or otherwise defective should first direct their concerns to the
cognizant contracting officer. If the contracting officer is unable to
satisfy the concerns, the offeror should then contact the Coast Guard

Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU)
has a program to assist minority, women-owned and disadvantaged
enterprises to acquire short term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
