synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information contained in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is Request for Quotation (RFQ)
F08620-99-T0004. The RFQ incorporates provisions and clauses as those
in effect through Federal Acquisition Circular Number 97-08. This
requirement is 100% set aside for small business; the standard
industrial classification code is 3823 and the small business size
standard is 500 employees. Description of Requirement: Item 0001 --
Quantity 2 each -- 1 MHZ portable Data Acquisition System, including
WaveView, PostView, DOS & Windows drivers; AC adapter; and parallel
cable. Item must provide 8 differential analog input channels and be
expandable up to 72 differential channels. The unit may be programmed
to trigger data acquisition based upon readings or combinations of
readings from any of the 72 channels. IOTech WaveBook 516 or equal.
Item 0002 -- Quantity 2 each -- 8-channel Dynamic Signal Conditioning
Module. Item must provide 8 programmable input ranges from +/- 25 mV to
+/- 5 V full scale and built-in current source for ICP biasing. Each
channel must feature simultaneous sample and hold capability and
include an 8-pole programmable low-pass filter with selectable cutoff
frequencies. IOTech WBK 14 or equal. Item 0003 -- Quantity 4 each --
8-channel Strain-Gage Module. A 100% programmable strain gage module
supporting full, half, and quarter-bridge circuits from 60 to 1000
Ohms. The unit must provide a programmable internal excitation voltage
source for each channel. Each bridge may be auto-balanced and
auto-zeroed via the included software. Calibration may be performed via
shunt-cal resistors. IoTech WBK 16 or equal. Item 0004 -- Quantity 1
each -- ISA/EPP Interface Board for the WaveBook. A 16-bit ISA-bus
interface cardto facilitate 2 Mbytes/Sec data transfer rates between
the WaveBook and the data collection device. IoTech WBK 21 or equal.
Manufacturer is IoTech Inc., 25971 Cannon Road, Cleveland, OH, 44146.
All items that process date/time data must be Year 2000 Compliant.
Offeror's product line must be capable of 72 channels of 1 MHz
aggregate high-speed data acquisition and transfer via an enhanced
parallel port or PCMCIA interface. Must be a modular design providing
system expandability over the base 8-channel unit without the need for
additional interrupts, input/output port addresses, PC expansion
slots, and memory resources. Must offer device drivers supporting the
DasyLab+ data collection and real-time display software library
currently in use. Must offer a constant current source for ICP
accelerometer biasing and independent intenal excitation source
voltages for strain gage bridge circuits. Must offer auto-balancing,
auto-zeroing and resistor shunt calibration of each strain gage channel
via software (no potentiometers to adjust). Technical support service
must be available after the sale. Delivery will be FOB Destination at
Hurlburt Field, FL. The following Federal Acquisition Regulations (FAR)
provisions and clauses apply to this solicitation and are incorporated
by reference: FAR 52.212-1, Instructions to Offerors -- Commercial
Items; and FAR 52.212-2, Evaluation -- Commercial Items; FAR 52.212-3,
Offeror Representations and Certifications -- Commercial Items; FAR
52.212-4, Contract Terms and Conditions -- Commercial Items; and FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders. The following DFARS clause is added to FAR
52.212-4 by addenda: DFARS 252.211-7003, Brand Name or Equal. Indicate
the manufacturer and make/model number, and include any descriptive
literature for evaluation. FAR 52.212-5 is completed so that the
following clauses under paragraph (b) apply: 6, 7, 8, 9, 13, and 17.
The following Defense FAR Supplement (DFARS) provisions and clauses
apply to this solicitation and are incorporated by reference: DFARS
252.212-7000, Offeror Representations and Certifications -- Commercial
Items; and DFARS 252.212-7001, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items. The following clause under paragraph
(b) of 252.212-7001 applies: DFARS 252.225-7001. FAR 52.212-1 is
amended to read: "Submit signed and dated offers in three copies to 16
CONS/LGCS, P. O. Box 9190, 350 Tully Street (Mail Stop #39), Hurlburt
Field, FL, 32544. Offers may be submitted on letterhead stationery or
an SF1449 and at a minimum must show: (1) The name, address, and
telephone number of the offeror; (2) a technical description of the
item(s) being offered in sufficient detail to evaluate compliance with
the requirements in the solicitation. This may include product
literature, drawing, or other documents if necessary; (3) terms of any
express warranty; (4) price and discount terms; (5) Representations
and Certifications at FAR 52.212-3 and DFARS 252.212-7000; (6) past
performance information, to include recent and relevant contracts for
the same or similar equipment and other references (including contract
numbers, points of contacts with telephone numbers and other relevant
information); and (7) if the offer is not submitted on SF 1449,
include a statement specifying the extent of agreement with all terms
and conditions, and provisions included in the solicitation. The
proposal must be signed by an official authorized to bind your
organization. Offers that fail to furnish required representations and
certifications, or reject the terms and conditions of the
solicitation, may be excluded from consideration." FAR 52.212-2,
Evaluation -- Commercial Items, is amended to read: "The Government
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
most advantageous to the Government, price and other factors
considered. The Government anticipates award of a firm-fixed price
purchase order. The following factors shall be used to evaluate offers:
(1) technical capability; (2) delivery time; and (3) price. Price is
less important to the other factors when combined." Questions
