The Government intends to award a sole source contract to The Systems Group to provide Software Support Services to the Directives and Analysis Branch's Electronic Publishing System (EPS). The EPS is a highly complex system that encompasses hardware, software, and connectivity components from a wide range of Original Equipment Manufacturers (OEMs), and as such, has required an extremely complex and detailed systems integration effort as the major component of its implementation and operation. This effort requires the support vendor to maintain continuous coordination with the OEMs during the course of the implementation and operation effort, as well as provide the total integration functions necessary to provide a system that satisfies the functionality requirements of its user community. This systems integration effort has been accomplished by The Systems Group over a period of five (5) years. The EPS hardware includes IBM RS/6000 servers with a RAID subsystem; Sun SPARC servers; IBM RS/6000 workstations; Sun SPARC workstations; Sun IPX workstations; IBM PS/2 PC's and other IBM-compatible PC's; Macintosh workstation; Synoptics network equipment; QMS laser printers; Canon color copiers with Postscript Intelligent Processing Units (PS-IPU's) enabling network printing; and a LaserMaster large format color printer, all connected by a dual-ring Token Ring network using TCP/IP. The EPS interfaces with and is supported by a IBM9X2 mainframe system, and the NFC enterprise-wide Novell local area network infrastructure, and connects with two Xerox DocuTech network print servers via a WAN. The EPS software includes: Interleaf 6 technical publishing software, including: Motif Publishers Edition for Sun SPARC and RS/6000, Motif Developers Edition for RS/6000, Motif Basic Edition for IBM RS/6000; Interleaf Relational Document Manager (RDM) software for IBM RS/6000 and Sun SPARC/Solaris; Interleaf WorldView Production Manager and External Review Option; Interleaf DemandPrint2 on demand printing software for Sun SPARC/Solaris; Interleaf WorldView Press software for Sun SPARC/Solaris and IBM RS/6000; Interleaf WorldView viewer for Sun SPARC/Solaris, Sun SPARC/SunOS, IBM RS/6000, and MS-DOS/Windows; Interleaf CyberLeaf Motif for RS/6000; Xerox Intran Form Development Application Software software, including: Form Builder, Designer Graphics, Resource Manager, CEP Transform, Font Factory, Font Builder, and XFloppy. The required task for the contractor is to provide integrated system-wide maintenance manager and support services as follows: (1) Custom Consulting Support; (2) Custom Analysis and Engineering Support; (3) Custom Training Support; and (4) Full Service Software Maintenance Services for those software products identified previously in the synopsis. The deliverables associated with this task are the services described above on an as-required basis. The contractor may employ the services of another subcontractor or other organizations or OEM vendors as subcontractors in fulfilling this task. However, the contractor shallremain the prime contractor, with ultimate responsibility for the successful execution of all services throughout the life of this contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. The response shall be sufficient to permit agency analysis to establish capability to meet these requirements at a price lower than the Government can obtain from The Systems Group, Austin, TX. If no affirmative responses are received, the Government will proceed with negotiations with The Systems Group. Responses must be received within fifteen (15) calendar days after publication of this notice in order to be considered by the Government.
