The National Institute of Standards and Technology (NIST) has a requirement for machining of the following Charpy V-notch specimens from NIST supplied double vacuum melted AISI-SAE 4340 steel bars: Contract Line Item Number (CLIN) 0001) SRM 2092 Low Energy; CLIN 0002) SRM 2096 High Energy; and CLIN 0003) SRM 2098 Superhigh Energy. The proposed contract will be 100% set aside for small businesses under SIC code 3544 which has a size standard of 500 employees. These Charpy V-notch specimens will be sold by NIST as Standard Reference Materials to certify the calibration of Charpy V-notch machines. The method of procurement shall be through multiple award, indefinite delivery, indefinite quantity type contract(s) to contractors currently on NIST's Qualified Manufacturer List. The minimum amount of charpy specimens will be 200 per awardee, per CLIN, per year. The maximum amount of charpy specimens will be 10,000, per awardee, per CLIN, per year, for CLINs 0001 & 0002 and 5,000 per awardee, per CLIN per year, for CLIN 0003. For awarding delivery orders against these multiple award contracts, the following determining factors will be used: price, manufacturing capacity, past performance on previous delivery orders, and quality of deliverables. The anticipated period of performance will be for a base period of 12 months and four (4) option periods of 12 months each. Delivery will be required FOB Boulder, CO for acceptance testing of pilot lots and FOB destination, Gaithersburg, MD for the production specimens. Only those firms on the current Qualified Manufacturer List shall be eligible for award, unless an offeror can satisfactorily demonstrate to the contracting officer that it or its product can meet the standards established for qualification before the date specified for award.
