(USPS)requires pre-production design of the next generation PCM 1625B,
the Automated Purchasing Commodity Machine (APCM). The contract will
contain an option for 1,000 additional production units. The APCM
includes debit/credit card acceptance and an information management
system. The APCM will replace approximately 1,000 PCM 1625-A models
that were deployed in 1989. To provide USPS with the best possible
design option, award will be made to multiple offerors on
proposal-specific and supplier-specific evaluation factors. Contract
award will be made for the first option period which includes design
and a sheet-metal mock-up. The contract will contain options for
continuing work based on a compeitive evaluation of the contractors'
performance during the first option period. Initial contract award will
be based on best value to USPS, with technical and past performance
being more important than price. Anticipated solicitation issue date is
October 23, 1998 with proposals due on November 23, 1998. Please fax
