D -- INFORMATION TECHNOLOGY SERVICES SOL 802360 DUE 112798 POC Marsha Coffman, Contract Specialist, (20) 324-2457 The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Nichols Research Company for a follow-on contract to provide continuation of technical services supporting the DRUGFIRE system within the National Integrated Ballistics Information (NIBIN) program. These services support the following areas: (1) continued enhancement of the existing DRUGFIRE software; (2) continuation of services and support to the existing DRUGFIRE users; (3) continued deployment of DRUGFIRE systems across the country and regional/state networking of such systems; and (4) continued support the National Institute of Standard and Technology (NIST) effort for interoperability. The resultant contract will be comprised of a base period and four option periods, not-to-exceed 60 months total contract life. Nichols, through its acquisition on Mnemonic Systems Incorporated MSI), possess an unequaled knowledge and experience related to the DRUGFIRE system due to the highly specialized work performed in specification development, deployment of DRUGFIRE systems across the country, networking of such systems, training module development, and work to date with NIST study. However, vendors able to meet this requirement are invited to provide, within 45 days of this publication, technical capabilities, pricing, and other information which shows a bona fide ability to meet this requirement. If no affirmative responses are received within this time to determine that a comparable source more advantageous to the government is available, negotiations will be conducted with Nichols Research Company on a sole-source basis.
