ABG) and Space and Missile Center (SMC) is analyzing the management and
operation of the current Government-operated Sports and Fitness Center
for direct conversion under OMB Circular A-76. The cost of performance
by a contractor will be compared to the cost of performance by in-house
Government personnel to determine the most advantageous method of
operating the full-service Sports and Fitness Center at Los Angeles Air
Force Base and a satellite facility at Fort MacArthur, San Pedro, which
provides an exercise room and aerobics classes. This acquisition is
being considered as either a set-aside under section 8(a) of the Small
Business Act; or a small business set-aside. All interested sources
are encouraged to respond. If this function is contracted out, the
Government anticipates the award of a firm fixed-price contract with a
one-year basic period of performance and four one-year option periods.
Interested sources must submit a Statement of Capability (SOC) which
describes in detail the source's capability to: (1) perform fitness
center management and operation, including management of the base
sports program involving intramural, extramural, varsity and sports
activities; (2) administer the Air Force Fitness Program of directed
and self-directed fitness programs, and special events in accordance
with Air Force Instruction AFI 34-207 and AFI 40-501. (3) ensure that
all fitness equipment is kept clean and maintained in safe working
condition; (4) ensure that buildings, adjacent grounds, sports courts,
and playing fields are kept clean and safe from hazards. Ensure all
sports equipment is clean and serviceable, and furnish towels for
fitness center patrons use ; (5) develop promotional, advertising,
commercial sponsorship, and publicity strategies; (6) develop and
administer a comprehensive training program to ensure that all
employees maintain adequate knowledge to properly advise and
demonstrate appropriate fitness programs. (7) provide an exercise and
aerobic class program; and (8) provide officials for an intramural
sports program. "The fitness center services approximately 450 patrons
weekly, and 250 on Saturdays and Sundays. SOCs must be submitted
within 30 days of the date of this notice. Each SOC must specify the
full name of the company, business size, evidence of 8(a) eligibility,
relevant past performance, and any proposed teaming arrangements.
Firms should ensure SOCs are complete and sufficiently detailed to
allow the Government to determine the firm's qualifications to perform
the defined work and business size eligibility. The SOCs will be the
basis for the Government's decision to establish this requirement as an
8(a) or small business set-aside for competitive acquisition. If
adequate responses are not received from 8(a) companies, this
requirement will be considered as a small business set-aside.
Therefore, replies to this notice are also requested from all small
businesses that meet the small business size standard of $5 million for
Standard Industrial Classification (SIC) Code 7991. Responses to this

determination by the Government not to contract out this requirement,
based on responses to this notice, is solely within the discretion of
the Government. The Government will not pay for any effort expended in
responding to this notice. The estimated award date, if this function
is contracted out, is April 1999 (I would add " with contract
performance beginning 1 October 1999 unless award and start of
