Engine Test Cell Facility, Hill AFB, Utah. CORRECTION. The submission
date for interested offerors to submit their proposals was previously
advertised as November 15, 1998, at 1300 hours. This has been changed.
The new date for interested offerors to submit proposals is now
November 17, 1998, at 1300 hours. CORRECTION. This proposal was
previously advertised in the Commerce Business Daily under
DACA04-98-R-0066. This is incorrect. The correct number for this
proposal is DACA05-98-R-0066. This proposed contract is UNRESTRICTED.
JOB DESCRIPTION. This project provides for a new Gas Turbine Engine
Test Cell Facility (2,454 SM) at Hill AFB, Utah. the facility is a Base
Realignment and Closure (BRAC) project transfer from Kelly AFB, Texas
to Hill AFB, Utah. The facility will be overhauling and testing small
engines used to power aircraft support systems (hydraulics, electrical,
etc.) for both ground and air use. Jet engine components are also
expected to be serviced. The facility will consist of a
concrete/pre-cast floor, concrete walls, and built-up single ply
roofing. Individual test cells within the building will have
blast/acoustically insulated barrier walls, mounting platforms and
frangible blast roof panels (vent an explosion through the roof or
vertical shafts). Test cells will also have blast resistant doors and
viewing windows. The project includes all site work, support utilities,
pavements, interior finishes, fire protection (both sprinkler and AFFF,
as applicable) and HVAC for occupancy use. SIC CODE. This procurement
will be conducted under SIC code: 1542. The size standard for this SIC
code is: $17 million. This is a design/build project; the offeror
chosen will complete the design and construct the facility. REQUEST FOR
PROPOSAL. The acquisition method is negotiated procurement. A technical
and cost proposal will be required. Evaluation by the Government will
result in selection of firm that represents the best value to the
Government. Responders are advised that this project may be delayed,
cancelled, or revised at anytime during the solicitation, selection,
evaluation, negotiation, and/or final award process. Large businesses
competing for this project must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on the part of the
work it intends to subcontract. The recommended goals for
subcontracting are 62.0% for small business, 10% for small
disadvantaged business, and 5% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. Estimated cost is between $5 million and $10

project will provide plans and specifications using CD-ROM only. Hard
copies of the plans and specifications will not be available. Because
a limited number of sets will be reproduced, copies are limited to one

check received by, October 7, 1998. The cost of the CD-ROM is $25.00.
Orders received beyond this date will not be honored. CD-ROMs will be
mailed out on or about October 15, 1998. Payment by company check,
certified check or money order made payable to the Finance and
Accounting Officer, USAED, Sacramento. Requests may be submitted along
