The Government intends to issue a Firm Fixed 5-Year Indefinite Delivery Indefinite Quantity Contract. Delivery will be FOB origin to Red River Army Depot, Texarkana, TX 75507-5000. Justification for other than full and open competition is FAR 6.302-1, Only One Source or Only a Limited Number of Responsible Sources, is applicable to this proposed procurement. The approved sources are Smith Industries Aerospace and Defense Systems Inc., Grand Rapids, MI 49518-8727, Commercial and Government Entity (CAGE) Code 35351 and Honeywell Incorporated, Albuquerque, NM 87113-2227, CAGE Code 07187. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. Sources must be approved prior to being awarded a contract for this item. Full screening has been completed which concluded that Competition cannot be improved at this time for reasons of lack of sources. The item required by the agency is currently available only from the source(s) identified. No telephone request will be accepted.
