CBD/solicitation corrects previous synopsis. The closing date for this
requirement is 23 Oct 1998, 4:00 PM EST. For information purposes, we
are including a corrected version of the original and modified
synopsis: This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: Proposals are being requested and
a written solicitation will not be issued. Reference to the latest
FAC/DAC are 97-06 as of 7/23/98 and 98-18 as of 8/11/98 respectively.
The applicable SIC and Small Business Size Standard is 7373 and
$18million. Addenda (SOW) will be made availalbe to vendors who fax
their request to 703-693-5713. Clauses by reference are as follows: 1.

Implement Statutes or Exec. Orders-Commercial Items. The Defense Supply
Service-Washington, on behalf of the US Courts of Appeals for the Armed
Forces (The Court), intends to acquire network and programming services
to replace all The Courts software applications which are currently
running on Wang computers with applications which run on the Court's
new Pentium PC-based LAN. This task was initiated by the LEADS
Corporation in September 1997 and the work to complete the task is
estimated to begin 15 Nov 1998. The existing Wang applications are
written in COBL and utilize Pace Database System and the WP+ word
processing system. This process was initiated under another contract,
this contract will include the following tasks: 1. Elimination of any
exisitng year 2000 problems; 2. Microsoft (MS) Office Professional and
MS Visual Basic software development, modifications, and enhancements;
3. Data Migration and complete system download of converted data,
including archive data; 4. Crystal Reports modification and
enhancements (approximately 11 templaces and associated reports); 5.
Develop an Administrative subsystem module to allow for changes to
fields; 6. Group and Deskside (on-site) support for the Court's staff
and system users; 7. On-line system documentation and help; 8. Provide
a system administrative guide and systems documentation. A detailed
SOW and supplementary Technical information that describes the current
system and environment are avaialbe upon request. The Government's
estimated level of effort for this fixed price requirement is: Program
Manager (60hrs); Applications Programmer (1400hrs); Network Engineer
(40hrs); User Support Specialist (80hrs); and Administrative Assistant
(16hrs). Award will be made to the low cost, technically acceptable
offeror, considering acceptability of the technical approach, personnel
