equipment, and materials as necessary to provide research and
development for Rapidly Installed Breakwater System (RIBS) Marine
Textile Design and Manufacture. The products and services to be
acquired under the contract will be used in floating breakwater
technology and will consist of designing and fabrication of mechanical
devices to fasten textile components to the main structure, providing
on-site assistance during field experiments to assist with technical
problems, field fabrication and troubleshooting, and providing on-site
construction supervision during field experiments. The Government
intends to award a requirements contract and frequency of task orders
is estimated to be two (2) per year, approximately two (2) months in
duration, with an estimated quantity of 2,000 square years of textile
fabrication each year. Requirements contract will be awarded with worm
performed under individual delivery orders issued against the basic
contract. Contract period will be one (1) year with an option to extend
for two (2) additional years. It is expected that labor categories to
fill this requirement will consist of a Project Manager, Project
Engineer, Draftsman, Mechanic, Foreman, Lead Fabricator, and Assistant
Fabricator. Proposals will be evaluated using best value procedurees
based on the offeror's demonstrated technical approach in the design
and fabrication of custom marine textile layouts for use as structural
components of a larger system, past performance in marine design and
fabrication projects to include floating breakwaters, experience with
construction fabrics, and sufficient fabrication capability to meet
project needs. The Government intends to release Solicitation Number
DACA39-99-R-0002 on or about 14 November 1998 on the Internet. Printed
specifications will not be available. Also, the Government reserves
the right to use only the Internet as notification of any changes to
this solicitation. It is, therefore, the offeror's responsiblity to
view the websitefrequently for any posted amendments. Offeror's need
only to follow the URL link shown in order to view and or download this
solicitation and all amendments. A minimum of thirty (30) days from the
date of release, as shown on the solicitation, will be allowed for
submission of offers. All responsible sources may submit a proposal
