COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 16,1998 PSA#2202The Library of Congress, Contracts and Logistics Services, 1701
Brightseat Road, Landover, MD 20785 D -- COMBINED COLOR DIGITAL FILES -- POTENTIAL SOURCES SOUGHT DUE
112098 POC Helen S. Mathura, Contracting Officer WEB: The Library of
Congress, http://www.loc.gov. Market Survey/Request for Information.
The Library of Congress seeks sources and information concerning
technologies available for creating color digital image files from
grayscale digital image files. Approx. 1850 black-and-white glass plate
negatives produced by Russian photographer Sergei M. Prokudin-Gorskii
from 1909-1912 show three views of the same scene exposed at one-second
intervals with each view photographed separately through blue, red, and
green filters. Prokudin-Gorskii projected the images in positive form
onto a wall using colored lights (and later prisms) to create the
effect of a color image. The Library is currently investigating
recreating this effect in digital form. The Library would provide
digital images made from the original 3" x 9" glass plates at
approximately 500 dpi (1500 x 4500 pixels)in TIFF format at
8-bits-per-pixel grayscale. Specific requirements for the images
include: (1) output of color digital images at 24-bits-per-pixel
RGB-mode image files in TIFF format; (2) the transparencies and prints
would need to be rendered to appear to be naturally colored (i.e.,
landscapes with green grass and blue sky, natural skin tones) utilizing
tonal information and variations in the negatives, (3) the alignment of
the images is to be a precise as possible given that the three images
may vary slightly in size and/or tilt and that there are no
registration markings within or outside the image to assist in
alignment. It is also desirable that there be the capability to create
further reproductions from the RGB digital files, i.e. prints and
transparancies. Some sample digital images have been made using photo
editing software to assign blue, yellow, and red to the three images
and superimposing them in registration. Printed image samples from this
collection may be found in: PHOTOGRAPHS FOR THE TSAR: THE PIONEERING
COLOR PHOTOGRAPHY OF SERGEI MIKHAILOVICH PROKUDIN-GORSKII COMMISSIONED
BY TSAR NICHOLAS II / edited with an introd. by Robert H. Allshouse.
(New York: Dial Press, 1980) This publication includes historical
information about Prokudin-Gorskii's photography and projection
methods, as well as information about the color reproductions in the
book. An online version of an exhibition of Prokudin-Gorskii's images
from 1986-7 can be accessed on the Library of Congress internet web
page at: http//lcweb.loc.gov/exhibits/progor/progor.html There are two
TIFF-format grayscale image files of the glass plates in negative form
also available at: http://lcweb2.loc.gov/pnp/ppmsc/0080 The files are
named progor1.tif and progor2.tif This market survey/request for
