The U.S. Department of Energy, Golden Field Office is acquiring SAVEnergy Survey Services for the Federal Energy Management Program (FEMP). The selected Contractors will work with Federal Agencies to identify cost-effective energy efficiency, water conservation, and renewable energy measures that can be undertaken and developed into projects at the facility. FEMP, of the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy, is a customer focused organization providing services to other Federal agencies. FEMP has as its mission to take the lead with other Federal agencies to promote a more efficient and less costly Government by pursuing reductions in the consumption of energy in its Federal facilities. The lighting, heating, air conditioning and operating of U.S. Government facilities creates a multi-billion dollar utility bill. The Federal Government is required to reduce its gross BTU/SF energy consumption in buildings by 30% in the year 2005 from 1985 energy use levels (EPACT 1992 and Executive Order 12902). To meet these goals, FEMP is working to help agencies reduce their energy usage. As a first step in this process, the SAVEnergy Program has been developed to assist Federal facility managers in identifying and implementing cost-effective, renewable energy and energy and water-efficiency projects. It is anticipated that DOE will award Basic Ordering Agreements (BOA) to three contractors in each of the six FEMP regions. These regions will be defined in the RFP. Each task order for SAVEnergy Survey Services will be competed, through price competition, among the three contractors who are awarded BOA's for services within the region the Federal facility requiring the services is located. The successful Contractor shall perform SAVEnergy Surveys for specified buildings, energy and/or water consuming systems. The contractor shall provide all necessary management, supervision, labor, tools, materials and equipment to execute specified requirements and produce and deliver Draft and Final SAVEnergy Action Plan Reports, which contain all findings, results and recommendations from the Survey. Services required may include some or all of thex following tasks under each order: (1) Facility Coordination & Initial Site Briefing, (2) Facility SAVEnergy Survey, (3) Water Conservation Screening, (4) Water Conservation Survey, (5) Renewable Energy Screening (6) Whole Building Computer Simulation (7) Federal Energy Decision Screening (FEDS) Analysis (8) Draft SAVEnergy Action Plan Reports, (9) Post Survey Briefing on Draft SAVEnergy Action Plan Report, (10) Final SAVEnergy Action Plan Report, (11) Energy Savings Performance Contracting Site Data Package Preparation. The RFP is anticipated for release on 16 November, 1998, with a closing date of 18 December, 1998.
