Renee Cairo-Iocco The Naval Surface Warfare Center, Carderock Division
(NSWCCD) intends to procure through other Than Full and Open
Competition a total of two (2) each of the Forward Area Combined
Degaussing and Acoustic Range (FACDAR) Magnetic Subsystem (MAGSUB),
plus optional related equipment, under the Foreign Military Sales (FMS)
Program for the country of Egypt. The FACDAR MAGSUB system is a
transportable range which includes the capability to measure and
process magnetic signatures, and to accurately track vessels while
their signatures are being measured. The FACDAR MAGSUB will consist of
eight (8) triaxial static magnetic sensors with hydrostatic pressure
sensors. The sensors are placed in separate non-magnetic mounts. The
topside equipment will include sensor power supplies, range computer
system, FACDAR MAGSUB software and data acquisition hardware, and range
computer interface. The MAGSUB shall be transportable by land, sea, air
or rail (LSAR) in customized ISO size IC shipping containers. The base
requirement consists of the FACDAR MAGSUB System (2 each), spare parts
packages based on requirements for 90-days and 2 years, and various
data requirements. Optional requirements, which NSWCCD anticipates to
procure, include training, integration support services, extended 12
month warranty, DGPS hardware system, sensor location system, magnetic
modeling software, titanium connector upgrade, and an additional array
for the FACDAR system. NSWCCD intends to procure the base and optional
requirements, through Other than Full and Open Competition, with Ultra
Electronics Ltd. Magnetics Division, Staffordshire, England WS125QZ,
under the Foreign Military Sales (FMS) Program for the country of
Egypt. Ultra Electronics was the subcontractor who provided the
Magnetic Subsystem (MAGSUB) portion to the original FACDAR contract
N00167-95-C-4010. The MAGSUB procured for this requirement will be a
near identical system as that originally provided for the FACDAR
contract N00167-95-C-4010 (exceptions include the elimination of the
GPS Clock and Microway Number Smasher, replacement of Pentium 90 MHz
with 400 MHz or higher and use of Pentium II technology, Windows 98 or
NT, and the inclusion of DGPS Software Upgrade). Consequently, the FAR
cite supporting Other than Full and Open Competition is FAR
6.302-1(a)(2)(iii), only one responsible source and no other supplies
