Common Network Planning Software (CNPS). The Government has a need to replace the current Defense Satellite Communications System (DSCS) Network Planning Software (DNPS) with new software that maintains existing critical DNPS features and provides additional features to reduce operator workload, improve planning performance and ease lifecycle maintenance. DNPS is used at the Defense Information System Agency (DISA) management sites, U.S. Army Space Command (USARSPACE) Regional Space Support Centers (RSSCs), and DSCS Operations Centers (DSCSOC) to plan communications services that will be supported by DSCS. Although the initial focus of the CNPS is to plan for services on DSCS satellites, it is intended that the CNPS architecture shall be modular and extensible so that it can easily support other SHF space assets such as commercial transponders operating on C, Ku and Ka bands and future SHF satellites. CNPS shall also be compliant with the Joint Technical Architecture Army and support the Objective DSCSOperations Center (ODOC) Operational Requirements Document (ORD). The major functions of the CNPS shall include; operator input, electronic input, satellite definition, terminal definition, modem definition, waveform definition, scenario definition, link budget analysis, margin leveling, satellite parameter determination, central data store, electronic output, and operator output. The CNPS software shall also include utilities that support frequency management, sun conjunction prediction, and unit conversion calculations. Since CNPS will be operational software, it must include proper controls to maintain data integrity throughout the DISA management infrastructure. The CNPS design shall also be flexible and modular to meet an evolving operational concept. The CNPS will be a distributed software application that will operate the DSCSOCs and the DISA and USARSPACE management sites. It is desired to have the capability to easily migrate CNPS to platforms that are Common Operating Environment (COE) and ODOC architecture compliant. The Government proposes to procure CNPS on a full and open competitive basis (Best Value). See Notes: 26.
