for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation, NO
WRITTEN SOLICITATION WILL BE ISSUED. The Solicitation Number is
MDA410-99-Q-0001. This action will be processed using simplified
acquisition procedures. The Department of Defense Education Activity
(DoDEA) is an educational entity use of academic discounts/pricing is
encouraged. DoDEA is seeking to procure packaging, addressing and
mailing of DoDEA print materials. These materials include booklets,
brochures, and newsletters to approximately 1,000 DoDEA schools,
parents, and other DoDEA stakeholders. GENERAL REQUIREMENTS: The
contractor shall provide all labor, materials, supplies and equipment
necessary to provide accurate and timely mailing of approximately 1,000
boxes. This mailing shall include proper packaging and accurate
addressing of these boxes to insure delivery. The costs for this effort
shall include all applicable shipping and handling. CLIN 0001 --
Packaging, Addressing, and Mailing. Qty. 1000 Boxes. CLIN 0002 --
Shipping and Handling. ALL POTENTIAL BIDDERS NEED BE LOCATED WITHIN THE
WASHINGTON, DC (to include areas within a 2.5 hour commute) AREA. All
materials to be mailed will be received from the Defense Printing
Service located in Arlington, VA. The Government will award a purchase
order resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation represents the least total
cost to the Government. Price will be the only factor considered. The
following clauses/provisions apply to this solicitation and are in
effect through FAC 97-05 and DAC 91-13: FAR 52.212-1, Instructions to
Offerors-Commercial; 52.212-3, Offerors Representations and
Certifications-Commercial Items, which MUST accompany the offeror's
bid/quote; 52.212-4, Contract Terms and Conditions-Commercial Items;

Business Set-Aside; 52.222-26, Equal Opportunity, 52.222-35,

52.222-36, Affirmative Action for Handicapped Workers; 52.222-37,
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era. The following DFAR provisions are hereby incorporated by
reference: 252.204-7004, Required Central Contractor Registration and
252.232-7009, Payment by Electronic Funds Transfer (CCR). The SIC code
is 7331. The Small Business Size Standard is 500 employees. The
