CORRECTIONAL SERVICES The purpose of this Special Notice is to provide information about the Bureau of Prisons'(BOP) mission needs and future requirements. This announcement is solely for information and does NOT constitute a Request for Proposals (RFP). The BOP shall issue a formal notice with specific terms and conditions prior to the release of any RFP. The BOP may be soliciting for correctional services to be provided in contractor-owned/contractor-operated facilities for a population of approximately 7,500 sentenced criminal aliens. The geographic location of the facilities may be along the Southern border of the United States. Facilities may be required to be in proximity to emergency services and near major transportation lines. Provisions of the contract may include, but are not limited to: a three-year base period and seven-one year options; an award-fee; a performance-based Statement of Work based upon American Correctional Association standards; a significant requirement for an extensive contractor quality control program; a requirement to provide an oral presentation; and use of multi-media technology and the Internet to exchange information between the Government and offerors. Interested parties might also consider facility factors such as: use of existing sites; site acquisition; construction time-frames; financing; and issues of the environment (e.g. National Environmental Policy Act). To develop future RFPs, the BOP may conduct one-on-one Industry Interchange Meetings (IIM) with interested parties. Should IIMs be conducted, additional information will be announced in the Commerce Business Daily. The BOP reserves the right to contact industry representatives and other parties to discuss this initiative and intends to discuss industry feedback widely within the Agency. Accordingly, any proprietary information provided as a result of this notice, either verbal or written, shall clearly be identified as sensitive or proprietary.
