Environmental Protection Agency has a requirement for facilities
maintenance and support services for eleven different facilities in the
Research Triangle Park area of NC, including Chapel Hill and Durham. As
EPA's new permanent facility located in the Research Triangle Park is
completed, transition from eight of the current facilities to the new
facility will be required. Occupancy into the new facility is expected
on or about January 1, 2001. The successful offeror will provide a
variety of services to include facilities support services, technical
analysis of studies, reports, designs and drawings of projects,
equipment maintenance, snow removal, road maintenance, and maintenance
of closed circuit television and security systems, i.e., card access
systems. Facilities support services include, but are not limited to
the following: 1) Alterations, modifications, and repair of buildings,
plants, and facilities; 2) Planning, estimating and scheduling work;
3) Carpenter, machine, and metal shop services; 4) Preventive
maintenance inspections and repairs of facilities and equipment; 5)
Laboratory fume hood and electrical safety inspections; 6) Electronic
security system maintenance; 7) Fire extinguisher inspections and
maintenance; and 8) Inspection, maintenance, and repair of
government-owned Fire Alarm systems. There will also be requirements
for close out of the current facilities and commissioning requirements
for the new permanent facility. EPA anticipates the award of a
level-of-effort type contract for a total of 544,620 hours. It is
anticipated that this procurement will be a small business set-aside.
The contract will consist of a twelve (12) month base period of 48,800
hours with an optional 40,000 hours. Four option periods are estimated
as follows: Option I: 52,920 hours, with an optional 60,000 hours;
Option II: 60,240 hours, with an optional 60,000 hours; Option III:
51,420 hours, with an optional 60,000 hours; Option IV: 51,240 hours,
with an optional 60,000 hours. The maximum period of performance is 60
months. A DRAFT Statement of Work, consisting of two parts, A and B,
is being issued at this time. Comments are due two weeks after
issuance. The mailing address for comments appears at the end of this
notice. There are currently two draft Statements of Work available:
Statement of Work "A" contains the requirements for the existing EPA
facilities and Statement of Work "B" contains the requirements for the
new EPA Research and Administration Facility. These two draft
Statements of Work are currently available for comment via the Internet
World Wide Web at http://www.epa.gov/oam/rtp_cmd. Upon issuance, the
solicitation and amendments will also be available at the same
web-site. Firms are encouraged to access the draft Statements of Work,
the solicitation, and amendments via Internet. If you will be
obtaining a copy of the solicitation via Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. However, firms who do not havethe
capability to obtain the draft Statements of Work or the solicitation
from Internet, may submit a written request for a diskette with the
draft Statements of Work or the solicitation in WordPerfect 6.1 format
from the contact point at the address above. Only those firms who do
NOT have the capability to obtain the solicitation from the Internet
should request diskettes. Diskettes will not be sent to those firms who
have Internet access. If you request a diskette of the solicitation,
you will receive amendments by mail, unless you notify us otherwise.
Telephone and fax requests will not be honored. For firms without
Internet access, only written requests will be considered. Written
requests should be sent to: U.S. EPA, Contracts Management Division,
ATTN: Cheryl Saliby-Puszynski, MD-33, Research Triangle Park, North
Carolina 27711. Only one copy shall be sent to a corporate entity,
regardless of the number of requests from one or more different
geographic locations. It is anticipated that this procurementwill be a
small business set-aside. The SIC Code is 8744 with the size standard
of $20 million per year. The requirements of FAR Part 12, Acquisition
of Commercial Items, do NOT apply to this procurement. No further
