a Request for Offer (RFO) for space avionics and communication systems
analysis and simulation services. This will be a 2 year contract with
3 one-year options. The contract will be cost reimbursement. The
contractor shall be required to conduct studies, analyses, simulation
development and evaluations associated with Space Station, Space
Shuttle, and Advanced Program communications and tracking (C&T) systems
design, implementation approaches, interface compatibility and
performance predictions. Since the Space Station activity is in the
Critical Design Review phase or near launch of most of the avionics and
communications subsystems, extensive experience with the Space Station
C&T systems and their interfaces with the Space Network and Space
Shuttle is required. Simulations for Space Station and Space Shuttle
have been modeled using the Signal Processing Worksystem (SPW).
Experience in C&T system simulation and particularly SPW or SPW-like
modeling is required. The contractor shall be required to participate
in technical reviews, meetings, and briefings. NASA/JSC intends to
award this contract to LinCom Corporation under the authority of 10 USC
2304 (c)(1). There is no other known source that can meet the
requirements of this solicitation. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. See Note 22.
An Ombudsman has been appointed. See Internet Note "B". Interested
firms have 10 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
10 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Any referenced notes
