commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included, in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation, N00173-99-R-MN01, is a request for proposal (RFP).
The incorporated provisions and clauses of this acquisition are those
in effect for Federal Acquisition Regulation (FAR) through Federal
Acquisition Circular 97-08 and for Defense Federal Acquisition Circular
91-13. The small business size standard for this acquisition is 100 and
the Standard Industrial Classification (SIC) Code is 5049. This
acquisition is unrestricted. The Naval Research Laboratory has a
requirement as follows for CLIN 0001 (1 each): 1.0 Requirement: A
passively, ring-cavity single frequency cw Ti: Dye Tunable Laser System
(equivalent to Coherent model 899-05 with 5W Verdi Nd:YV04 green pump
laser with attached components. The system must meet or exceed the
following specifications: 2.0 Specifications, 2.1. -- 5-Watt Single
Frequency Pump Laser at 532 nm: The pump laser is an all solid state,
dioxide pumped, frequency doubled Nd:YV04 Laser to provide 5 watts of
single frequency greeen at 532 nm output. The system features ultra-low
noise, a near diffraction-limited beam, and is contained in a compact
package with a minimum footprint. The power supply for the laser system
should be rack-mounted air cooled, compact, and lightweight. 2.2 --
Ti:Dye Single Frequency Ring Laser System: This is a passively
stabilized scanning single-frequency ring laser system with vertical
cavity configuration to allow both dye and titanium:sapphire lasers to
accept vertically pump radiation and to eliminate the need for
polarization rotators. The laser system should have electronically
controlled etalons to ensure laser operation in a single
longitudinal-cavity mode and galvanometer-driven vertex Brewster plate
and a modular, flexible control unit to provide a full scanning range
of up to 30 GHz, while maintaining single-frequency linewidths of less
than20 MHz rms. 2.3 -- General Specifications: 10 MHz; 50 MHz/hr
frequency drift, 1% scan linearity; 30 GHz scan width for dye laser; 20
GHz scan width for Ti:sapphire laser; Noise (10 Hz-1 MHz) 2.5% for Dye
and 2% for Ti:Sapphire; TEM00 mode; Vertical polarization. 2.4 --
General Features: *Operation with both titanium:sapphire and dye gain
media. The gain modules can be easily interchanged. *Tunable from 700nm
to beyond 1 micrometer with Ti:sapphire, and 370 to 890nm with dye.
*Low-threshold, high-efficiency operation with 4 to 8 W pump laser.
Specified output power should be over 1 watt. *Rugged, stable invar
resonator. *Precision mechanical design for simplicity and ease-of-use.
*Fully upgradeable to actively stabilized, scanning single-frequency
operation in both Ti:sapphire and dye. 2.5 -- Specific Features for
Ti:Sapphire Laser: *Tunable from 690-1100nm with various optics sets.
*Modular and upgradeable to actively stabilized, scanning
single-frequency operation. *Short wavelength optics (680-810nm) should
be tested and included in the system. 2.6 -- Specific Features for Dye
Laser: *Tunable from 370-890nm with various dye operations. *Utilize
variable focus resonator to provide a convenient and simple means of
optimizing the laser with any pump power from 3-20 W for highest
conversion efficiency. *Modular and upgradeable to actively stabilized,
scanning single-frequency operation. 3.0 -Ti:Dye Optics Sets. 3.1- Dye
Laser System: Optics set for Rhodamine 110 (530-587nm) operation.
Optics set for Rhodamine 6G and Kiton Red (560-650nm) operation. Optics
set for DCM special range from 625-700nm operation. Optics set for
Pyridine 2 (685-775nm) operation. 3.2 -- Ti:Sapphire Laser System:
Optics set for middle wavelength (790-925) operation. Documentation:
Operation and Maintenance Manuals are required. Testing: The contractor
shall do the standard testing to determine that the Laser System meets
the requirements of the contract specification. Delivery and
Acceptance is NRL, 4555 Overlook Avenue, S.W., Washington, D.C., FOB
Destination, 6 months after date of contract award. The FAR and DFAR
provisions and clauses cited herein are incorporated by reference into
this solicitation. Offerors are advised to propose in accordance with
the provision at FAR 52.212-1, Instruction to Offerors-Commercial
Items (APR 1998) which applies to this acquisition. The following are
addenda to this provision. The proposal must demonstrate an
understanding of all requirements covered in the Request for Proposal's
(RFP) terms and conditions. General statements that the offeror can or
will comply with the requirements, that standard procedures will be
used, that well known techniques will be used, or paraphrases of the
RFP's Statement of Work or Specification in whole or in part, will not
constitute compliance with these requirements concerning the content
of the technical proposal. Offerors will be evaluated in accordance
with FAR 52.212-2, Evaluation -Commercial Items (OCT 1997) which
applies to this acquisition. The specific evaluation criteria under
paragraph (a) of FAR 52.212-2 shall be used to evaluate offers: (1)
Price; (2) technical capability of the item offered to meet NRL's needs
and (3) past performance. Technical and past performance when combined,
are of equal importance compared to price. Offerors are advised to
include with their offer a completed copy of the provision at FAR
52.212-3, Offerors Representations and Certifications-Commercial Items.
