SOLICITATION. THIS IS A NOTICE TO ALL INTERESTED PARTIES TO PROVIDE
INFORMATION ON EXISTING TECHNOLOGY THAT CAN BE USED FOR DETECTION OF
UNEXPLODED ORDNANCE (UXO) UNDERWATER ECC is preparing to issue multiple
subcontracts for the purpose of validating UXO detection systems for
use underwater. Mare Island Naval Shipyard (MINS), Vallejo CA, is a
former Naval faciltity that has been closed and is scheduled for
transition to non-DoD agencies under the Base Realignment and Closure
Act (BRAC). Statement of Need. Though UXO detection systems for land
use are fairly well understood, a similar body of knowledge for
underwater UXO detection is not in existence. It is ECC's intent to
award multiple subcontracts to firms, research institutions and other
entities that have a demonstrated process or equipment for the location
of underwater UXO. Objective: It is the intent of the acquisition to
validate traditional and innovative approaches to underwater UXO
detection. Key elements of Proposed Acquisition: Multiple subcontracts,
not to exceed 5, will be issued. The subcontracts will allow for
payment of out of pocket expenses related to the testing and validation
of the proposed system for its intended purpose. The subcontracts will
be Time and Materials with a ceiling amount, currently anticipated to
be $15,000 for each subcontract. No proposal, research, or
developmental costs will be reimbursed. The acquisition process will be
as follows: (please note all dates are approximate; future notices and
correspondence may update this schedule); Due date for proposer's
responses: November 20, 1998. Selection of short list: December 4,
1998. Scheduled testing of technologies: January 15 to February 3,
1999. Final report on validation study: April 10, 1999. Proposers are
advised to contact the POC for ECC, Glenn Sweatt, at
gsweatt@gate.ecc.net to request a full RFP. ECC invites all interested
parties to provide written comments to any aspect of this acquisition.
It is ECC's intent to keep proposal costs to a minimum and ECC will
accept well organized and succint brochures, qualifications statements,
resumes, or other marketing/proposal information. Please address all
