II Joint Program (Technical POC: Lt Col Allen Netzer, Contractual POC:
Mr. Ron Poussard, Discoverer II JPO) will host a day-long,
unclassified review of the Discoverer II Draft Request for Proposal
(F04701-98-R-0045) for interested representatives of government and
industry, on 5 Nov 1998, at the Xerox Document University Training &
Conference Center, Route 7 & Route 659, Leesburg, VA (approx 15 miles
west of Dulles International Airport). This announcement augments the
previous Discoverer II Program Briefing to Industry special notice
issued on 29 May 98, and the Discoverer II draft request for proposal
special notice issued on 29 Sep 98. The Discoverer II Program is an Air
Force, Defense Advanced Research Projects Agency (DARPA) and National
Reconnaissance Office (NRO) joint initiative to develop and demonstrate
an affordable space-based radar (SBR) with Ground Moving Target
Indication (GMTI) and Synthetic Aperture Radar (SAR) imaging
capabilities that will revolutionize reconnaissance, surveillance and
precision geolocation support to the tactical warfighter. The URL is

Program Office (JPO) is planning to solicit proposals for Phase I of
the Discoverer II demonstration program. This acquisition will be
conducted in accordance with the Federal Acquisition Regulations and
supplements. The SIC Code is 8731 -- Guided Missiles and Space Vehicles
with the size standard of 1,000 employees. The intent of hosting an
Industry Day conference is to inform industry of refinements in
Government acquisition planning related to the Discoverer II
demonstration program, and to afford industry a final opportunity to
provide comments on the draft solicitation prior to the planned release
of the final solicitation in mid-to-late Nov 98. Organizations wishing
their representatives to attend the Industry Day conference should
submit attendance requests, via e-mail, to the Defense Advanced
Research Projects Agency (DARPA), Attn: Mr. Rob Kassel, email:
rkassel@snap.org. Prospective prime/system integrator offerors will be
limited to a maximum of 10 representatives each. All others will be
limited to a maximum of 5 representatives. Registration application
must be received NLT 29 Oct 98. Registrations will be confirmed via
e-mail NLT 2 Nov 98. Each individual must submit the following
information: last name, first name, business title, organization, full
street address, city, state, zip code, telephone number, fax number
and e-mail address. Each organization should specify a single point of
contact for Industry Day registration issues. A conference
registration fee of $60.00 per individual must be paid at the
conference registration site. No group/organization checks will be
accepted. Each individual will make checks payable to DARPA/Gene
Hannold. Accommodations are the attendees' responsibility. An Ombudsman
has been appointed to address concerns from offerors or potential
offerors during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
Contracting Officer, but communicates Contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
