NASA/GSFC plans to issue a Request for Proposal (RFP) for Systems Engineering Support Services for the Electrical Systems Center (ESC) in the Applied Engineering and Technology Directorate. This support includes systems engineering support of the Network and Mission Services Project, data acquisition and tracking, data processing, spacecraft command and control, data systems technology, ground to ground communications, space/ground communications, space/space communications, and orbit and attitude determination. We anticipate a three (3) year Cost-Plus Incentive Fee (CPIF) Indefinite Delivery/Indefinite Quantity (IDIQ)contract. The RFP is expected to be released November 1998. The provisions and clauses in the RFP are those in effect through FAC 97-06. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. The anticipated release date of RFP5-53549-178 is on or about November 2, 1998 with an anticipated proposal due date of on or about December 2, 1998. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See Internet Note "B".
