Administration, Federal Technology Service, intends to issue a
Simplified Acquisition Procedure purchase order for information
technology service in support of the GSA, Public Building Service Field
Office located in Sacramento, CA. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. Task ID No. 9T8G808 is issued as a Request for
Quotation (RFQ). This procurement is not a small business set aside.
The contractor must have the following qualifications: must be familiar
with (1) hardware running DOS and Microsoft Windows operating systems,
IBM compatible personal computers, Microsoft Access 2.0 and above
databases, Microsoft Windows 3 or higher, DOS 6 or higher, and
Microsoft Excel as it relates to downloading and/or uploading from
Microsoft Access; and (2) the development and documentation of new
Microsoft Access applications as well as the further development,
documentation, enhancement, maintenance and repair of existing
Microsoft Access databases. The task program name is the Field Office
Information System Tracker (FOIST) which was developed in-house by the
client for LAN use. The existing databases provide a comprehensive
tracking system to provide information concerning all aspects of
building management. The database includes, but is not limited to
tracking information for time and attendance, procurement, lease
administration and service calls, project management and control,
project cost accounting, building information, employee information,
safety deficiency tracking and monitoring, and space classification and
assignment information. Work on the system is to improve the coding and
include networking capacity. It is written in Microsoft Access 2.0,
initially for a Novell network. The client converted to Windows NT3.51.
The modules of the FOIST system are: (1) Service Call/Work Request
Module; (2) Work Order Module; (3) Purchase Module; (4) Time and
Attendance Module; and (5) Building Information Module. Currently the
modules are not fully operational as individual modules; failing alpha
testing, and beta testing as an integrated system. The following is an
estimate of the amount of time a competent Access analyst/programmer
with NT experience would need to complete this work, including
documentation. Service Call/Work Request Module -- 30 hours; Work Order
Module -- 42 hours; Purchase Module -- 36 hours; Time and Attendance
Module -- 30 hours; Building Information Module -- 30 hours; and
Training -- 8 hours. This includes alpha testing, beta testing and
implementation documentation and training. All information technology
items must be Year 2000 compliant. Year 2000 compliant means
information technology that accurately processes date/time data
(including, but not limited to, calculating, comparing and sequencing)
from, into and between the twentieth and twenty-first centuries, and
the years 1999 and 2000 and leap year calculations. Furthermore, Year
2000 compliant information technology, when used in combination with
other information technology, shall accurately process date/time data
if the other information technology properly exchanges date/time data
with it. All responsible sources solicited may submit a quotation which
will be considered. The government will award a contract resulting from
this RFQ to the responsible offeror whose offer conforming to this
notice will be most advantageous, representing the best value to the
government price and other factors considered. The following factors
shall be used to evaluate offers: (1) Technical (a) technical
capability of the item offered to meet the government requirements, (b)
past performance and (c) delivery terms-ability to meet required
delivery schedule and (2) Price. Evaluation of past performance shall
be based on information provided by the offeror and any other
information from other sources. The offeror, submitted with the quote,
must identify two federal government contracts or task orders for
which the offeror has performed work similar to this CBD Notice. The
offeror shall provide a point of contact, telephone number for each
contract or task. Type of Contract: A firm-fixed price contract shall
be awarded. Estimated start date of the task is at or around November
4, 1998. Other conditions before award: (1) Potential awardee must
register in IT Solutions Shop at http://it-solutions.gsa.gov; (2)
Resume(s) of contractor employees involved in task shall be requested
by the GSA/ITM; (3) Monthly Status Report (MSR) shall be required the
fifth of each month in the format approved by the government and put
into IT-Solutions; (4) Invoices sent to Finance-Ft. Worth shall match
invoice amounts submitted in IT-Solutions Shop by the Contractor. Quote
