User needs may vary from, on an emergency basis to daily use, but service providers can assume that 95% of the call that will be made or received will be done in the Virginia, Maryland and Washington, DC metropolitan area. Quality of equipment, service and past performance will be the key factors in making a best value determination for award. It is contemplated that the period of performance of this commercial-off-the-shelf (COTS) buy will be for a period of a base year and four option periods, if possible, exercised at the Government's discretion.
