following will be performed by the Subcontractor: Provide Technical
and Support Services to fulfill Tasks indicated below as assigned by
specified persons within the Counterterrorism Technologies Program of
the Department of Energy's (DOE) and Bechtel Nevada Corporation's
operation located in Las Vegas, Nevada. 1. Assist in defining
requirements of international intelligence and diplomatic agencies
related to counterintelligence and counterterrorism, as directed. 2.
Periodically survey commercial, open-source information in the
international market as related to current technology in sensors,
alarms, and access denial systems, when directed. 3. Function as an
information source in the area of criminal acquisition and misuse of
Special Nuclear Material (SNM), technical development in adversarial
arenas, and as a technical review source in weapons component
assessment and development of countermeasures. 4. Assist in the
analysis of technical needs and the design constraints of technical
equipmentto assist the U.S. intelligence community, as required. 5.
Establish and maintain working relationships with relevant OCONUS
points of contact. 6. Prepare a strategy for pursuit of OCONUS
radiation and imaging remote sensing work. Assist Remote Sensing
Department (RSD) personnel in the implementation of the plan, including
logistical planning and coordination. 7. Provide liaison and
coordination with the appropriate US government agencies involved in
the acquisition and/or analysis of remote sensing data. Assist RSD
personnel in the preparation and delivery of briefings to senior
members of these agencies. 8.Review on an ongoing basis the
international literature in the open source for current information on
diversion of SNM to terrorist groups or third-world countries. This
includes the development of explosive device hardware that might be
adaptable to the production of an improvised nuclear device, statements
of adversaries related to their capabilities in production of nuclear
devices, and other matters pertinent to the potential criminal misuse
of nuclear material, development of nuclear devices, or threats to
misuse nuclear materials. 9.Provide other support services to the
Counterterrorism Technologies Program, as directed. 10.Access to
classified material (on a need-to-know basis) is required to perform
within this subcontract. Subcontractor personnel requiring access to
classified information shall have the ability to obtain a security
clearance at the DOE "Q" clearance level. Work will primarily be
performed at the following location: Remote Sensing Laboratory 4600
North Hollywood Boulevard, Building 2211 Las Vegas, Nevada 89191-6430
11.Foreign travel may be required under this subcontract, upon request,
as stipulated in the special conditions of the subcontract.
12.Deliverables required under this subcontract include reports on work
performed, briefings and reports on data gathered, support
documentation for any materials purchased, and summaries regarding any
relevant information gathered onbehalf of Remote Sensing Laboratory
personnel. 13.There will be no specific services, facilities, and
materials provided to the Subcontractor by the Contractor. Posted
