Installations -- The contractor shall provide worldwide shipboard and
shore installation support by performing the following: a) Installation
analysis including shipchecks/site surveys as well as installation
design and planning, b) Facility engineering to include development of
Base Electronic System Engineering Plans (BESEP), Interface Design
Plans (IDP), Equipment Facility Requirements (EFR), and Ship Alteration
(SHIPALT) documentation, c) Material procurement and staging, d) System
pre-installation Test and Check-Out (PITCO) including material
packing/unpacking, inspection, calibration, and functional/operational
testing -- repair/replace failed items and provide transportation as
required, e) On-site coordination including preparation and
presentation of pre and post-installation briefs as well as in-process
briefs to ship's/shore station's personnel as directed, f) Site
preparation including heating, ventilation and air conditioning (HVAC)
and required power and foundation installation/upgrades; installation
labor including system installation as well as relocation,
reinstallation and test of incidental "interfering" equipment as
required and restoration of impacted installation areas to original
condition and appearance g) Installation documentation including
pre-installation drawing packages as well as "as-Built/As-Installed"
drawing packages addressing all aspects of configuration changes
including relocation of 'interfering" equipments, h) Installation
checkout in accordance with approved test procedures including testing
of all items relocated as "interferences", i) System Operational
Verification Tests (SOVTs), j) Performance of operational Readiness
tests k) Support of/participation in the Total Ship Test Program. 4.10
Project Management Support -- The contractor shall assist project
managers in planning for and scheduling project events and
contingencies, preparing briefs for program reviews, and developing,
collecting, analyzing, and reporting on project metrics. Additionally,
provide assistance for establishment of administrative procedures and
training/orientation of program office personnel. Provide inputs to
transition planning documents, operating policies and procedures,
staffing plans, schedules, and budget estimates. 5.0 PLACE OF
PERFORMANCE: Primary places of performance shall be at the contractor
facilities in the San Diego area, other contractor's facilities
worldwide, onboard U.S. and allied naval ships, aircraft and shore
facilities as well as the SPAWARSYSCEN SD. The engineering and
technical services required by this contract necessitate close
communications between the technical personnel of the Government and
the contractor. Therefore, the need for short notice exchanges of
information, usually on a daily basis, mandates that the contractor's
facility and primary place of business be located within 30 minutes
average driving time of SPAWARSYSCEN SD. 6.0 PERIOD OF PERFORMANCE: The
contract shall be for five years. This includes a three-year base
period and two one-year options. 7.0 TRAVEL: Worldwide travel, travel
to various locations within the continental United States (CONUS), and
local travel within the San Diego commuting area is required in
support of this contract. Travel will be to government facilities,
other contractors' facilities, as well as to and onboard U.S. and
allied Navy ships in port and at-sea. Contractor personnel supporting
travel outside CONUS shall require passports and possibly visas for
foreign travel. Estimates of travel requirements including destination,
periods of travel, number of personnel, and special requirements, if
any, shall be specified in the individual SOW. Travel will be paid in
accordance with those rates established in the Joint Travel Regulations
(JTR). 8.0 MATERIAL: Estimates of material requirements shall be
specified in the individual TO SOW. Material costs shall be supported
on individual task orders by quotes. 9.0 OTHER. 9.1 deliverables. The
contractor shall deliver products resulting from work performed under
this contract as identified in the Contract Data Requirements List
(CDRL) Exhibit A and as specified by individual TO CDRLs and associated
Data Item Descriptions (DIDs) cited therein. All deliverables are
subject to Government review and approval before final acceptance. 9.2
Inspection and Acceptance. Acceptance will be determined by the
Contracting Officer's Representative (COR) or his designated technical
representative. 9.3 Security. Security will be prescribed in the DD
254 for the basic contract. The contractor's facility shall have a
SECRET level of security clearance. Applicable contractor personnel
will be required to have clearances through the level of SECRET as well
as NATO and CRYPTO clearances. 9.4 Government Furnished Material (GFM),
Equipment (GFE), and Information (GFI). GFM, GFE, and/or GFI will be
allocated by individual TO. If the TO does not specify a return date
for the GFM/GFE/GFI, they shall be returned to SPAWARSYSCEN SD in
accordance with the provisions of the basic contract. Access to
required material, equipment and/or information at SPAWARSYSCEN SD or
other Government facilities will be arranged for by the COR or the
designated technical representative as required for each task. Access
to information such as documents, computer programs, computer models,
databases, and prototype systems will be provided as GFE/GFI on a TO
