The Air Force seeks to identify responsible sources and obtain information in regard to construction of a secure administrative, recreational, residential, maintenance and warehouse complex to be constructed on private land in Izmir, Turkey in return for a long-term lease containing 5-year periods, renewable for an indefinite period of time. Interested parties should be a firm or joint venture with experience (either individually or as a member of a team), and successfully and satisfactorily have completed a project of similar size and scope. Under the authority contemplated to acquire this facility, 10 USC 2675, the Air Force desires an obligation on part of the offeror to construct all facility requirements in return for the guarantee of a firm-term lease commitment. Title and ownership of the facility will remain with the offeror. No payments can be made until the facility is constructed and rental payments commence. The following is provided only to give an approximation of the size and general description of the requirements. More precise data will be included in any subsequent request for proposals. The functional areas to be constructed must support 1,500 military and civilian personnel. Facility requirements include: administrative office facilities -- 3,000 square meters (SM); elementary and high school (including offices, cafeteria, gyms, and classrooms) -- 5,200 SM; combined medical/dental clinics -- 7,500 SM; retail shopping facilities -- 4,000 SM; a commissary store -- 4,000 SM; commissary cold storage -- 1,800 SM; community center (with child development center, youth activities center, library, chapel, post office, and consolidated club) -- 4,000 SM; logistics supply storage -- 3,300 SM; transportation maintenance shops -- 1,400 SM; security forces facility -- 100 SM; dormitories to house 250 unaccompanied personnel (total 47 SM maximum per module -- each module will contain separate living areas, bathrooms, and a shared kitchen for 2 persons), housing (of varying sizes) for 650 families (average apartment size -- 120 SM), and 8 senior officer units (approximately 170 SM). Complete utility services are to be provided, to include the following infrastructure: electrical distribution (with adequate emergency backup systems), electrical transmission (transformers), potable water and wastewater distribution, parking with lighting (800 spaces), and security fencing. There will be a clear zone (no buildings) of 200 meters between the perimeter fence and the nearest facility. The finished product must be a usable and secure working/living community. Recreational requirements include: outdoor swimming pool (1/3 Olympic size), outdoor wading pool, multi-purpose field for American-style football and soccer, dual purpose court for basketball and volleyball, baseball/softball field, tennis court, playground, multi-purpose recreation center with facilities for basketball/volleyball -- 1,200 SM; bathhouse -- 400 SM; racquetball courts -- 224 SM; administrative space -- 60 SM; maintenance shed -- 95 SM; outdoor equipment checkout -- 325 SM; jogging/biking/rollerblading track -- 3,500 LM; picnic pavilions, and fifty (50) self-storage lockers (12 SM each). The location for this complex should be sited in the Izmir vicinity, not more than 30 minutes or 10 miles away from the NATO headquarters facilities in downtown Buca. The site should have adequate soil attributes for quality construction, be free of environmental hazards, and be appropriately zoned. All maintenance and repair work will be the responsibility of the offeror, and will be included as part of the lease payment. This is not a request for proposals; in order to minimize costs to potentially interested parties and the government, this notice is being issued to determine interest and feasibility of proceeding with a formal request for proposals. Should INSUFFICIENT credible interest be identified, it is highly likely that no formal request for proposals will be issued. SHOULD INTEREST AND FEASIBILITY BE SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Interested parties should provide a statement of interest on company letterhead, not to exceed 20 pages in length. Please address the following: (1) a statement verifying the availability of land in the desired area large enough to meet the requirements stated, with all facilities sited on a single parcel and contained within the perimeter of the complex, (2) ability to secure funding to purchase land and develop facilities solely on the promise of a binding lease, (3) capability and experience in executing similar sized construction requirements, (4) understanding of all applicable laws, permitting, and zoning requirements, (5) concept for and general description of facilities that might be proposed, (6) name, address, telephone number, and e-mail for point of contact, and (7) estimated annual lease cost.
