17. The Air Force Research Laboratory Munitions Directorate will host
an "Industry Day" for the Small Munitions Dispenser Demonstration
(SMDD). The conference is scheduled for 5 November 1998, from 9:00 a.m.
to 12:00 noon central time, Air Force Research Laboratory, Building 13,
Conference Room 160, 101 West Eglin Blvd., Conference Room 160, Eglin
AFB, FL 32542. All aspects of acquisition streamlining will be
considered for this procurement, to include the use of Other
Transaction Assistance Instruments under 10 U.S.C. 2371 expanded use
for prototypes (Section 845). The intent of the SMDD Industry Day is to
open communication between the Government and Industry by providing an
overview of the program's requirements, obtain input from industry
regarding the acquisition. A draft Program Research and Development
Announcement (PRDA) will be made available during the conference. The
SMDD team will be available for one-on-one discussions with potential
prime contractors only following the briefing, as requested. The
objective of the SMD program is to demonstrate advanced dispenser
technology associated with the low cost and efficient carriage and
ejection of future smart miniature munitions. The Government is seeking
contractor developed dispenser hardware and test support to be utilized
for Government sponsored ground and optional flight-testing. Contractor
hardware shall be flight worthy and fit according to the F-22 main
weapon bay specifications. The dispenser hardware shall be capable of
carriage and ejection of either 4 Miniature Munition Technology
Demonstration (MMTD) or 8 Low Cost Autonomous Attack System (LOCAAS)
Laboratory munition concepts. The period of performance for this effort
is anticipated to be approximately 36 months. For further information

been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his concern during the proposal development phase of this
acquisition. All potential offerors should establish channels to voice
concerns before resorting to the use of the Ombudsman. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the selection decision. The Ombudsman should only be
