GCVTC, the Western Regional Air Partnership was created and its initial
goal is to facilitate implementation of the recommendations of the
GCVTC. The GCVTC recommendations describe a number of tasks for a range
of sources. More specifically, the Commission recommendations call for
development of a backstop emissions trading program for stationary
sources of SO2 to be implemented if emission reduction targets are not
met. Targets are set to reduce regional SO2 emissions by 50% to 70%
between the years 1990 and 2040. The GCVTC modeling used the Integrated
Assessment System (IAS), which only showed 30% to 40% reductions,
because of missing and perhaps incorrect information. In order to
true-up the emissions forecast using the IAS as suggested by the
Commission, it will be necessary to collect some additional data and
